About the Role

Rgheeb is seeking an experienced HR Operations Manager to join its team in Riyadh, Saudi Arabia. This full-time position is responsible for overseeing daily HR operations, ensuring their efficient and effective execution. The role involves implementing approved HR policies and procedures, enhancing the quality and flow of HR operations, and supporting the achievement of the company's overall HR objectives. Candidates should possess 10+ years of experience in Human Resources, with at least 3 years in a leadership or supervisory HR capacity.

Policy, Compliance, and Employee Relations

• Update and implement the company's internal HR policies and procedures.
• Ensure internal regulations comply with the Ministry of Human Resources and Social Development (MHRSD) regulations.
• Oversee employee registration in the attendance and time-tracking system.
• Investigate cases of lateness, early departure, and absence, applying disciplinary actions according to approved policies and applicable regulations.

HR Administration and Benefits Management

• Maintain and update complete employee records within the HR system.
• Monitor attendance and timekeeping weekly, notifying employees and department heads of violations.
• Review and approve employee leave requests; manage and archive employee files.
• Manage the monthly payroll cycle, processing all payroll inputs and outputs.
• Handle end-of-service benefits, employee clearances, experience certificates, and employee letters.
• Administer employee medical insurance in line with approved insurance grade policies.
• Manage employee financial advances and flight tickets according to company policies and employment contracts.
• Oversee employee contracts, notifying relevant department heads 90 days prior to expiry.
• Monitor probation periods, notifying department heads 45 days after an employee's joining date.
• Ensure new employees receive required tools and resources; issue employee badges and business cards.
• Manage Iqama and work permit renewals following management approval; prepare employee transfer letters between departments.

Reporting and HR Development

• Prepare periodic and operational reports related to workforce, payroll, leave, and employee turnover.
• Address employee inquiries and resolve operational HR-related issues.
• Support senior management in the operational aspects of performance evaluations, promotions, and rewards.
• Lead digital transformation projects and the development of HR Information Systems (HRIS).
• Improve the user experience of HR systems and processes.
• Perform other HR operations-related tasks or projects as assigned by senior management or the Head of Human Resources.

Required Qualifications and Experience

• Bachelor's degree in Human Resources, Business Administration, or a related field.
• 10+ years of experience in Human Resources.
• 3+ years of experience in a leadership or supervisory HR role.
• Practical experience with HRIS / ERP systems.
• Strong knowledge of MHRSD regulations and systems.
• Experience in payroll and employee benefits management.
• CIPD certification.
