About Sama Construction & Contracting

Sama Construction & Contracting is seeking an experienced HSE Manager to join our team in Riyadh, Saudi Arabia. This is a full-time position focused on ensuring robust Health, Safety, and Environmental strategies across our large-scale infrastructure and mass earthworks projects. The role is critical for maintaining high safety standards and operational compliance within a dynamic construction environment.

Role Purpose and Scope

The HSE Manager will be responsible for planning, leading, and enforcing comprehensive HSE strategies. A primary objective is to foster a zero-harm safety culture throughout all project phases. This involves ensuring strict compliance with local regulations and international safety standards, while proactively mitigating risks associated with heavy earthmoving machinery, deep excavation, and extensive site preparation activities.

Key Responsibilities

  • Develop, implement, and maintain comprehensive Project HSE Plans and Environmental Management Systems.
  • Lead daily site HSE operations, including risk assessments, hazard identification, and Job Safety Analyses (JSA) for heavy earthmoving, excavation, and filling operations.
  • Ensure strict enforcement of safety protocols for heavy machinery operations, traffic management, and site welfare.
  • Conduct regular HSE audits, inspections, incident investigations, and implement effective corrective action plans.
  • Interface with client HSE representatives, regulatory authorities, and contractors to ensure full regulatory compliance and seamless reporting.

Qualifications and Experience

  • A minimum of 5-10 years of experience in Health, Safety, and Environmental management, preferably within large-scale infrastructure or earthworks projects.
  • Strong knowledge of heavy equipment safety, excavation stability, emergency response planning, and local environmental standards.

Required Skills

  • Excellent leadership abilities to guide and motivate teams towards safety objectives.
  • Strong communication skills for effective interaction with all stakeholders, including clients, regulatory bodies, and site personnel.
  • Proven crisis management skills to handle unforeseen incidents and emergencies effectively.
