Key Responsibilities

  • Maintain procurement procedures, tendering standards, and approval frameworks in alignment with the Project Management Plan and Delegation of Authority.
  • Develop tendering strategies for subcontract packages, with documented justification and appropriate approval levels.
  • Oversee the portfolio-wide Procurement Schedule and integrate it with the master construction program.
  • Ensure procurement records are auditable for external due diligence.
  • Prepare tender documents, including scope of works, Bill of Quantities (BoQ) or schedule of rates, contract forms, HSE requirements, and commercial terms.
  • Lead bid evaluations using a weighted scoring matrix covering technical capability, experience, HSE record, program, and price.
  • Manage long-lead items and MEP procurement, identifying critical items early to mitigate program risks.
  • Oversee subcontractor commercial compliance throughout the contract lifecycle, including mobilization, performance, variations, payment certification, and final accounts.
  • Ensure procurement adherence to ZATCA VAT, GOSI subcontractor obligations, Saudisation targets, and MOMRA/SCA contractor classification requirements.
  • Line manage and develop procurement officers, providing clear direction and feedback, and building team capability in KSA construction procurement practices.

Required Qualifications and Experience

  • Substantial procurement experience in KSA construction or real estate development, specifically with packages directly awarded to subcontractors.
  • Demonstrated ability to enhance procurement standards, such as improving supplier registers or tendering processes.
  • Comfortable with open-book, cost-plus commercial models and the transparency they require.
  • Results-oriented, with a focus on package values, savings, and program recovery.
  • Capable of managing a small team while also actively contributing to the work.
