About the Role

Talents Sea is seeking a QC Civil Engineer for HV Underground Cable (UGC) Projects in Riyadh, Saudi Arabia. This full-time position is central to ensuring the quality of civil works within high-voltage and extra-high-voltage underground cable projects. The role involves implementing and monitoring quality control activities to ensure all civil construction adheres to approved drawings, project specifications, SEC standards, applicable international standards, approved Method Statements, Inspection & Test Plans (ITPs), and the Project Quality Plan. The QC Civil Engineer will coordinate closely with project management, site teams, SEC representatives, and contractors to uphold stringent quality standards across all civil works.

Key Responsibilities

• Implement and monitor the approved Project Quality Plan and Inspection & Test Plans (ITPs) for all civil works.
• Inspect civil construction activities related to HV/EHV underground cable projects, ensuring compliance with approved drawings, specifications, Method Statements, and SEC requirements.
• Prepare and coordinate Inspection Requests (IRs) with SEC and consultants, monitoring site activities and documenting all inspections and tests.
• Verify that construction activities are performed using approved materials, methods, and workmanship standards.
• Inspect and monitor the construction of HV underground cable routes, trenches, duct banks, manholes, cable chambers, and associated structures, including excavation, soil conditions, backfilling, compaction, and reinstatement works.
• Monitor concrete works, reinforcement, formwork, grouting, waterproofing, and related structural works, ensuring compliance with approved designs.
• Review and inspect civil construction materials before and during installation, coordinating Material Inspection Requests (MIRs) and verifying compliance documents.
• Identify non-conforming civil works and materials, initiating Non-Conformance Reports (NCRs) where required, coordinating root-cause analysis, and ensuring corrective/preventive actions are implemented and closed.
• Ensure all civil works comply with Saudi Electricity Company (SEC) specifications, standards, and procedures, coordinating with SEC inspectors for civil inspections and approvals.
• Maintain complete civil quality records, inspection reports, test reports, and material approvals, preparing daily, weekly, and monthly quality reports.
• Coordinate with Site Engineers, Construction Managers, Surveyors, Electrical Engineers, subcontractors, and testing teams, participating in daily coordination and quality meetings.
• Ensure proper coordination between civil and electrical works to prevent damage to installed cables and accessories.

Qualifications and Experience

• Bachelor's Degree in Civil Engineering from a recognized university.
• Minimum 5 years of relevant experience in civil quality control/QA-QC.
• Proven experience in HV/EHV Underground Cable (UGC) projects or major utility/infrastructure projects is highly preferred.
• Valid Saudi Electricity Company (SEC) approval as QC Civil Engineer is mandatory. Candidates without SEC approval will not be considered.
• Practical experience in cable trench, duct bank, manhole, cable chamber, road crossing, excavation, backfilling, compaction, concrete, and associated civil works.
• Strong knowledge of SEC specifications, civil construction standards, inspection procedures, and quality requirements.
• Experience with EPC contractors, consultants, and utility projects is preferred.
• Knowledge of relevant international standards and construction testing requirements.
