About the Role

The Zakat, Tax and Customs Authority is seeking a Refund Auditor to join their team in Riyadh, Saudi Arabia. This full-time role involves carrying out specific tasks independently under close supervision, contributing to operational tasks, and processing refund operations in line with established policies and procedures. The position requires 2-5 years of relevant experience.

Key Responsibilities

  • Review and study refund policies to ensure adherence to ZATCA’s rules, regulations, policies, and procedures, including refund limit utilization and risk control authorizations.
  • Develop and update assessment templates and audit tools in accordance with operational procedures to facilitate customer request analysis and timely evaluation.
  • Stay informed about industry developments and new tax practices adopted by taxpayers and businesses for incorporation into assessments and audit reviews.
  • Maintain and update refund manuals, eligibility criteria, legal requirements, and supporting documents by taxpayer type, integrating them into computer-aided audit tools.
  • Consolidate, categorize, and prioritize refund requests, sorting them by tax/industry type for dispatch to relevant audit teams.
  • Review refund applications, examine the validity and completeness of legal and supporting documents prior to case assessment.
  • Gather data for desk audits, communicate with stakeholders (account managers, taxpayers, banks, government entities) for information and clarifications, and consult legal functions for contractual structures.
  • Research public news, articles, and databases to understand taxpayers’ business activities, including structure, size, process, and jurisdictions.
  • Assess taxpayers’ financial status, income statements, and revenue streams against benchmarks to determine the appropriate assessment approach.
  • Inspect taxpayer declarations, identify high-risk issues, detect non-compliant cases, and communicate with internal stakeholders to mitigate potential risks such as tax evasion.
  • Consolidate legal and financial observations, evaluate them against pre-approved eligibility criteria, and recommend approval or rejection decisions.
  • Manage the development of audit reports, including tax assessments, to determine taxpayers’ refund amounts.
  • Develop lists of compliant taxpayers with accepted refunds and related amounts, submitting them to internal committees for payment release approvals.
  • Monitor taxpayer objections and appeals, coordinating with Legal Affairs or AMANA to resolve disputes and provide clarifications on audit findings.
  • Maintain and update refund operations systems and databases, ensuring audit findings are stored for data exchange with internal stakeholders and government agencies.

Reporting and Support

  • Draft refund audit reports, highlighting recommendations and conclusions with relevant evidence and supporting documents for revision and verification.

Qualifications and Experience

  • 2-5 years of relevant experience.
  • Ability to carry out specific tasks independently under close supervision.
  • Strong analytical and research skills.
  • Proficiency in drafting reports and documents.

Work Environment

This is a full-time position based in Riyadh, Riyadh, Saudi Arabia, within the Zakat, Tax and Customs Authority. The role involves working independently on specific tasks while being subject to close supervision.
