Revenue Assurance Lead Specialist

About the Role

The Zakat, Tax and Customs Authority (ZATCA) is seeking a Revenue Assurance Lead Specialist to join their team in Riyadh, Saudi Arabia. This full-time role involves leading work activities autonomously, with minor direction, towards predetermined long-term objectives. The specialist will oversee the implementation of operational plans and contribute to significant improvements in policies, procedures, standards, and reports.

Key Responsibilities

The primary responsibilities include developing revenue assessment models and dashboards, monitoring and evaluating overall operations and revenue streams to support financial and operational leadership in revenue decisions. This also involves managing daily tasks through digital channels, planning and prioritizing actions, and identifying training needs for the team.

Revenue Assurance Planning and Oversight

• Develop and update dashboards, tools, frameworks, and requirements for systematic detection of ZATCA’s revenues.
• Review operational processes to develop and update oversight controls for all revenue-generating streams across functions to minimize leakages.
• Develop financial metrics and KPIs for ZATCA’s tax and customs revenues to support the financial committee in decision-making.
• Collect, document, and archive related data based on established standards.
• Update revenue assurance activities through digital channels.

Revenue Assurance Assessments and Reporting

• Consolidate, sort, and analyze revenue data from Zakat, Tax, and Customs operational streams (*, ZAKT, CIT, WHTX, VAT, ETAX, REET, COM) to produce periodical revenue reports (daily, weekly, monthly, quarterly, annually) for approval.
• Compile and analyze refund operations data to identify trends and correlations, and submit recommendations for deductions’ budget allocations.
• Identify and forecast projections for revenue offset charges and bad debt for annual budgeting.
• Conduct ongoing revenue assurance reviews on operations, analyze results and trends, and develop assessment reports highlighting revenue performance.
• Monitor dashboards related to budgeting and P&L for variance analysis and status reporting.
• Develop assessment models and simulations to measure financial impact on ZATCA’s revenues.
• Develop revenue assessment models and simulations comparing outstanding debt, un-submitted declarations, clearing, and settlements to measure financial impact and recommend improvements.
• Collaborate with business units to develop and validate revenue reports and dashboards, providing guidance on revenue models and data analysis.
• Report technical or operational issues affecting revenues to maintain high-quality operational standards.
• Develop reports highlighting control shortcomings to estimate revenue leakage and suggest corrective measures.
• Develop periodical reports on revenue performance for review and recommendations by the Operations Vice Governor.

Qualifications and Experience

• A minimum of 5-10 years of relevant experience is required for this role.
• Ability to lead work activities and operate autonomously with minor direction.
• Strong analytical skills for data consolidation, sorting, and analysis.
• Proficiency in developing financial metrics, KPIs, and assessment models.
• Experience in identifying development and training needs and providing guidance to team members.

Organizational and People Management

The specialist will adhere to all relevant policies, processes, and standard operating procedures. This role involves assisting in resolving escalated problems, providing support to junior team members, and escalating complex issues as needed. Training junior staff on various job activities to facilitate knowledge transfer is also a component of this position.
