Satellite Implementation & Special Projects Section Manager

About the Role

stc is seeking a Satellite Implementation & Special Projects Section Manager to join their team in Riyadh, Saudi Arabia. This full-time role is responsible for the end-to-end implementation and integration of satellite services infrastructure and transport networks. The manager ensures reliable, secure, and timely service delivery by coordinating project execution, testing, acceptance, vendor management, and operational handover.

Key Responsibilities

• Execute the complete implementation of satellite services infrastructure, including GEO/MEO/LEO platforms, gateways, VSAT hubs, and associated ground segment equipment.
• Lead the deployment and integration of satellite communication systems with the IP/MPLS transport network, optical backbone, and core network infrastructure.
• Manage implementation vendors, contractors, and system integrators to ensure adherence to project scope, quality standards, and timelines.
• Coordinate site readiness activities, encompassing power, space, transmission, civil works, and infrastructure dependencies, to enable timely project execution.
• Ensure successful installation, integration, testing, and commissioning of satellite and special project infrastructure in accordance with approved design specifications.
• Conduct end-to-end service validation, interoperability, and performance testing prior to service activation.
• Oversee migration, cutover, and service transition activities while minimizing customer impact and ensuring service continuity.

Project Oversight and Compliance

• Ensure implementation complies with security, regulatory, and operational standards throughout project execution.
• Coordinate with SEA, security, and business stakeholders to resolve implementation dependencies and accelerate project delivery.
• Monitor implementation KPIs, project milestones, resources, and vendor performance to ensure successful project delivery.
• Lead acceptance testing (PAT) and final customer acceptance for satellite and special projects.
• Ensure all implementation activities comply with approved Method of Procedures (MoPs), change management processes, and operational governance requirements.

Network Integration and Optimization

• Drive implementation of resilience, redundancy, and high-availability features across GEO/MEO/LEO satellite infrastructure to ensure network reliability.
• Develop and automate engineering workflows to support the planning, design, and delivery of integrated Statements of Work (SoWs) for satellite infrastructure, MPLS, and DWDM transport networks, ensuring effective coordination of all physical and logical dependencies.
• Deliver Integrated SoWs related to MPLS and DWDM projects to Infrastructure Implementation, including required End-to-End ISP & OSP dependencies and maintaining physical diversity requirements for Transport services.
• Resolve blocking issues that impact PAT Acceptance for Transport SoWs.
• Design and implement dashboard reports required to track and control Core & Transport Projects, covering aspects such as project status, actions, missed SLAs, and RN Revisions.

Operational Handover and Reporting

• Ensure operational readiness by delivering complete documentation, knowledge transfer, training, and support handover to Operations and Maintenance teams.
• Ensure effective project reporting and performance visibility through timely and accurate reporting of project status, progress, and key metrics to all stakeholders.

Experience Requirements

Candidates for this position should possess a minimum of 5 to 10 years of relevant experience in satellite implementation, network integration, or special projects management within the telecommunications industry.
