About the Role

HanmiGlobal Saudi is seeking a Senior Commercial Manager to join its program management and PMCM team. This full-time position is based in Riyadh and requires over 10 years of experience. The role involves driving the program-wide commercial management framework and contract governance for a large-scale land and infrastructure development program for a major government entity.

Role Overview and Responsibilities

The Senior Commercial Manager will provide program-level leadership, governance, coordination, and commercial oversight for all contract administration activities. This includes ensuring effective change control, payment management, claims resolution, and commercial risk mitigation are integrated and aligned with financial compliance and the Client’s strategic interests, supporting the successful delivery of the development program.

  • Develop and maintain the program-wide Commercial Management Framework, including procedures, governance, reporting, and contractual standards.
  • Oversee contract administration across all project packages, ensuring compliance with contract provisions, commercial obligations, procurement strategies, and regulations.
  • Provide commercial and contractual advice to PMCM Management and the Client.
  • Lead the commercial assessment of variations, compensation events, design changes, scope modifications, and contractual claims.
  • Evaluate entitlement, valuation, and commercial impacts of proposed changes, promoting effective change management and claims avoidance.
  • Coordinate dispute resolution activities with legal advisors and maintain comprehensive claims and commercial records.
  • Identify, assess, and monitor commercial risks, implementing mitigation strategies.
  • Oversee payment certification, commercial performance, cost commitments, valuations, forecasts, and financial exposures.
  • Prepare commercial reports, executive dashboards, and strategic recommendations.
  • Lead commercial review meetings, workshops, and stakeholder coordination sessions.

Qualifications and Experience

Candidates should possess a Bachelor's Degree in Quantity Surveying, Commercial Management, Construction Management, Engineering, Law, or a related discipline. A Chartered Professional membership or equivalent professional accreditation is required. A minimum of fifteen (15) years of professional experience in commercial management, contract administration, claims management, infrastructure delivery, urban development, or major capital projects is necessary. Experience within PMCM, PMC, EPCM, consultancy, developer, contractor, or client-side organizations, particularly on large-scale land development and infrastructure projects in Saudi Arabia or the GCC, is preferred.
