About the Role

Parsons Corporation is seeking a Senior Manager: Procurement Regional Links to join their team in Riyadh. This full-time position requires over 10 years of experience in procurement within the transport or infrastructure sector.

Role Overview

This role is responsible for leading the end-to-end procurement strategy and execution for regional transport links, including inter-city rail, highways, bus corridors, and logistics corridors. The position involves developing procurement plans, managing high-value tenders and contracts, and ensuring optimal value, transparency, and compliance across major transport programs.

Key Responsibilities

  • Develop and implement procurement strategies aligned with program objectives, funding, and risk profiles for regional transport links.
  • Define category strategies for key packages, including civil works, rail/road systems, transport-related buildings, and professional services.
  • Establish procurement schedules, milestones, and resource plans for multiple concurrent projects.
  • Lead market engagement, prequalification, and bidder shortlisting for complex transport contracts.
  • Oversee the preparation of tender documents, including instructions, scope of work, and commercial conditions.
  • Manage the full tendering process: clarifications, addenda, evaluation, negotiations, and award recommendations.
  • Recommend appropriate contracting strategies (*, EPC, D&B, DBFM, PPP, framework agreements).
  • Collaborate with legal, finance, and technical teams to develop robust contract terms.
  • Lead commercial negotiations to secure best value outcomes.
  • Develop and maintain a qualified supplier base for regional transport infrastructure.
  • Monitor market conditions, capacity, and pricing trends.
  • Drive supplier performance through KPIs and relationship management.
  • Implement procurement governance frameworks, policies, and procedures.
  • Ensure compliance with public procurement laws, funding agency requirements, and internal audit standards.
  • Identify, assess, and manage procurement and commercial risks.
  • Prepare and deliver procurement reports and recommendations to executive committees.
  • Align procurement with design development, construction sequencing, and budgets in collaboration with project teams.
  • Support change management processes, including variations and claims.
  • Ensure procurement timelines support overall project delivery.
  • Act as the principal procurement interface for government entities, regulators, and funding agencies.
  • Present procurement strategies and outcomes to senior stakeholders.
  • Lead, mentor, and develop a team of procurement specialists.
  • Build capability in strategic sourcing, evaluation, and negotiation.

Qualifications and Experience

  • Bachelor’s degree in Engineering, Quantity Surveying, Supply Chain Management, Business, or a related discipline.
  • Minimum of 15 years’ experience in procurement within the transport or infrastructure sector.
  • Proven track record leading procurement for large-scale transport projects (*, inter-city rail, highways, BRT, logistics corridors).
  • Extensive experience in end-to-end tendering, evaluation, and contract award for high-value, complex packages.
  • Strong understanding of construction, rail/road systems, interfaces, and typical risk profiles in transport projects.

Desirable Qualifications

  • Master’s degree in a relevant field (*, Project Management, Infrastructure Management, Supply Chain).
  • Professional certification (*, CIPS, ISM, RICS or similar).
  • Experience with PPP/concession models and working with IFIs or public sector clients.
  • Regional experience in the GCC/Middle East and familiarity with local procurement regulations and market.
