About the Role

Procter & Gamble is seeking a Senior Manager Regulatory & Policy Affairs to join our team in Riyadh, Saudi Arabia. This full-time role is central to advancing P&G Personal Healthcare’s growth in the Kingdom by leading regulatory strategies and supporting policy engagement. The primary objective is to enable timely product approvals and ensure sustainable market access for our products.

Core Responsibilities

  • Develop and execute comprehensive Regulatory Affairs strategies across the entire product lifecycle, from pathway assessment and submissions to approvals and ongoing compliance, ensuring alignment with local regulatory requirements.
  • Lead and coordinate day-to-day Regulatory Affairs activities for assigned products and initiatives, ensuring consistency with regional and global regulatory strategies.
  • Monitor and assess the evolving regulatory landscape across Saudi Arabia, providing strategic insights on regulatory changes and their potential impact on business operations and product registrations.
  • Proactively identify potential regulatory risks and develop robust strategies to ensure continuous compliance and business continuity.
  • Provide strategic guidance and support to cross-functional teams, integrating regulatory considerations into product development and business processes.
  • Effectively manage and mentor teams, fostering a culture of excellence, collaboration, and professional growth within the regulatory affairs function.

Regulatory Operations and Compliance

  • Ensure deep understanding and effective application of regulatory requirements for the Saudi Arabia market to maintain compliance.
  • Manage the preparation, compilation, and submission of regulatory dossiers, including responses to health authority queries and regulatory correspondence.
  • Prepare and submit registration dossiers to achieve product registration within agreed timelines, and manage post-registration updates and variations.
  • Ensure the timely renewal of product registrations and maintain accurate regulatory files and records, including archiving.
  • Review and ensure conformity of product artworks, promotional material, and tools with marketing codes and legal requirements.
  • Lead and execute training programs for the regulatory team and other departments to ensure up-to-date knowledge on regulatory requirements and best practices.

Policy Engagement and External Relations

  • Support Policy Affairs efforts through engagement with regulatory authorities, government bodies, and industry associations to advocate for science-based policies.
  • Build and maintain strong relationships with regulatory authorities and relevant external stakeholders to facilitate transparent communication and regulatory processes.
  • Contribute to shaping policy positions and industry proposals that support improved regulatory pathways, market access, and patient access to healthcare products.
  • Monitor legislative developments and identify emerging issues, coordinating with management and global government relations to develop company positions.
  • Affect legislative and executive public policy outcomes by educating, persuading, and negotiating with policymakers, building coalitions, and utilizing P&G Government Relations resources.

Required Experience and Attributes

Candidates should possess 5-10 years of relevant experience in regulatory and policy affairs. The role requires strong regulatory expertise, strategic thinking, and effective stakeholder management to navigate complex regulatory landscapes, ensure compliance, and support improved access for current and future P&G PHC products in the Saudi market.

Team and Reporting Structure

This position reports directly to the Director of Research & Development, Regulatory Affairs Middle East & Africa. The successful candidate will be responsible for overseeing the Saudi Arabia market.
