About the Role

RGH-Global | People Services is seeking a Senior Manager, Treasury & Asset Liability Management (ALM) for a client, a leading financial institution located in Riyadh, Saudi Arabia. This contract position offers a monthly salary ranging from SAR 40,000 to 45,000.

Role Purpose and Context

Reporting directly to the Head of Enterprise Risk Management (ERM), this role serves as the second-in-command within the ERM function. The Senior Manager will play a critical part in strengthening the bank's second line of defence (2LOD) oversight capabilities. This is a risk oversight and control position, focused on reviewing, challenging, and validating the work produced by first-line teams, rather than a Treasury execution role. The successful candidate will provide independent challenge and effective oversight across Treasury, Liquidity Risk, Funding, Balance Sheet Management, and ALM activities.

Key Responsibilities

• Act as a senior member of the Enterprise Risk Management function, serving as the deputy to the Head of ERM.
• Provide independent second-line oversight of Treasury, Funding, Liquidity Risk, Interest Rate Risk in the Banking Book (IRRBB), and Asset Liability Management activities.
• Review and challenge Treasury and ALM strategies, assumptions, methodologies, and reporting outputs.
• Assess the quality, accuracy, and completeness of management information, risk reports, and analytical outputs generated by Treasury and related functions.
• Evaluate liquidity, funding, balance sheet, and capital management processes to ensure alignment with internal policies and regulatory expectations.
• Provide credible challenge to senior Treasury stakeholders and influence decision-making through robust technical analysis.
• Identify weaknesses in controls, processes, models, governance, and data quality, recommending appropriate remedial actions.
• Act as a liaison between the Head of ERM and Treasury, Finance, ALM, Liquidity, and Operations teams.
• Support governance forums including ALCO and other risk management committees.
• Review stress testing, scenario analysis, liquidity monitoring, and balance sheet risk frameworks.
• Contribute to ICAAP, risk appetite monitoring, regulatory reporting reviews, and capital adequacy assessments where required.
• Support the enhancement of the risk management framework and strengthen the overall control environment.

Candidate Profile and Requirements

The ideal candidate will possess 5-10 years of experience, combining strong Treasury and ALM technical expertise with a robust risk management and governance mindset. Candidates with backgrounds in Financial Services Consulting, Risk Advisory, Treasury Risk, ALM Risk, or Enterprise Risk Management within leading banks or consulting firms are of particular interest.
