About the Role

Saudi Union Facility Management is seeking a Senior Project Manager to join its team in Riyadh, Saudi Arabia. This full-time role involves leading and overseeing the complete portfolio of Facility Management (FM) project delivery across both government and private sector contracts. The Senior Project Manager is accountable for ensuring consistent operational excellence, contract profitability, client satisfaction, and strategic growth, aligning project execution with the company's strategic objectives and Saudi Vision 2030.

Key Responsibilities

  • Manage the full FM project portfolio across government and private sector contracts, ensuring delivery against scope, schedule, budget, and quality targets.
  • Set the strategic direction for the Projects Department, aligning execution priorities with the company's annual business plan and growth strategy.
  • Lead, mentor, and develop the Project Manager team (Government and Private), focusing on accountability, capability building, and succession readiness.
  • Chair weekly and monthly project review meetings, tracking performance, risks, issues, and corrective actions across all active contracts.
  • Drive portfolio-level resource planning, manpower allocation, and capacity forecasting to optimize utilization.
  • Monitor contract P&L performance at portfolio level, ensuring margin protection, cost control, and early identification of commercial risks.
  • Review and approve project budgets, cost forecasts, variation orders, and commercial claims before client submission.
  • Lead contract renewal strategies and negotiate key commercial terms in coordination with the COO and Business Development.
  • Ensure accurate and timely billing, revenue recognition, and collection support across all project contracts.
  • Oversee mobilization and demobilization planning for new and expiring contracts, ensuring readiness and smooth transitions.
  • Serve as the senior escalation point for project-related client issues across both government and private sector portfolios.
  • Build and maintain strategic relationships with key clients, government entities, consultants, and stakeholders at a senior level.
  • Lead quarterly business reviews with top-tier clients, presenting portfolio performance, improvement initiatives, and value-add proposals.
  • Ensure alignment between client expectations and operational delivery through structured governance and communication frameworks.
  • Drive standardized project management methodologies, SOPs, templates, and reporting frameworks across the Projects Department.
  • Ensure SLA/KPI compliance, PPM execution, and work order management standards are consistently met across all contracts.
  • Champion continuous improvement initiatives: productivity optimization, subcontractor performance, and service quality enhancements.
  • Ensure full compliance with HSE standards, Saudi regulations, civil defense requirements, and client-specific safety protocols across all project sites.
  • Identify, assess, and mitigate portfolio-level project risks including contract disputes, cost overruns, manpower shortages, and regulatory changes.
  • Ensure compliance with company Delegation of Authority (DoA) for project-related approvals and commitments.
  • Support the COO in strategic planning, annual budgeting, bid/no-bid decisions, and business development initiatives.
  • Ensure audit readiness across the project portfolio, maintaining complete contract documentation, approvals, and performance records.
  • Conduct performance evaluations for direct reports (Project Managers) and drive KPI-linked accountability across the team.
  • Identify skill gaps and coordinate with HR on training plans, certifications, and career development for the projects team.
  • Drive Saudization strategy within the Projects Department in alignment with company targets and Nitaqat requirements.

Reporting Structure and Collaboration

The Senior Project Manager reports directly to the Chief Operating Officer (COO). Direct reports include Project Manager — Government Sector, Project Manager — Private Sector, Assistant Project Managers, and Projects Administrator. Functional coordination is required with Finance, Procurement, HR, Logistics, HSE, Estimation, and Business Development teams.
