About the Role

WSP in the Middle East is seeking a Senior Traffic Subject Matter Expert (SME) to join its Transport & Infrastructure team. This full-time position is based in Riyadh, Saudi Arabia, and is integral to a major transport infrastructure project. The role involves leadership in overseeing all traffic engineering and traffic management aspects.

Project Context and Leadership

This leadership role focuses on ensuring effective traffic management during both the construction and operational phases of a large-scale transport infrastructure project. The Senior Traffic SME will be responsible for strategic guidance, risk mitigation, and compliance with local and international standards, contributing to the successful delivery and functionality of the project.

Key Responsibilities

• Lead the review, approval, and supervision of temporary and permanent traffic management plans and detour strategies.
• Ensure traffic management designs comply with local standards, project-specific requirements, and international best practices.
• Coordinate with municipal authorities, contractors, and traffic enforcement for successful implementation of traffic diversions and staging.
• Monitor and supervise on-site implementation of traffic control measures, ensuring safety and minimal disruption to road users.
• Identify and mitigate traffic-related risks, and support interface coordination across multiple contractors and project zones.
• Provide strategic guidance on traffic flow optimization, congestion reduction, and public access during construction.
• Lead the development of incident response plans and ensure emergency access routes are maintained at all times.
• Mentor junior staff and contribute to capacity building within the project team.
• Prepare and present technical reports, dashboards, and briefings to project stakeholders.

Qualifications and Experience

• Bachelor’s degree in Civil Engineering, Traffic Engineering, or a related discipline; a Master’s degree is preferred.
• Minimum of 15 years of experience in traffic engineering, with at least 5 years in a senior or SME-level role.
• Proven experience working on large-scale infrastructure or transport projects within Saudi Arabia or the GCC.
• Experience coordinating with public sector authorities, contractors, and multidisciplinary supervision teams.

Required Skills and Knowledge

• Strong knowledge of KSA regulatory frameworks, including MOT, Riyadh Municipality, and Royal Commission standards.
• Expertise in temporary traffic management (TTM), construction staging, and traffic impact mitigation.
• Proficiency in software such as AutoCAD, Synchro, SIDRA, VISSIM, or similar tools.
• Excellent written and verbal communication skills in English; Arabic is a plus but not mandatory.
