Sr. Lead Engineering Manager Telecom

About the Role

Larsen & Toubro is seeking a Sr. Lead Engineering Manager specializing in Telecom to join their team in Riyadh, Saudi Arabia. This full-time role requires a specialist to provide technical leadership for the end-to-end conceptualization, design, selection, integration, commissioning, and troubleshooting of telecommunication networks. These networks are critical for enabling reliable, secure, and low-latency control, monitoring, metering, and data handling within power transmission systems, substations, and power generation plants.

Key Responsibilities

The Sr. Lead Engineering Manager will lead key tasks from the engineering office and provide support from the conceptual to the commissioning stage for both engineering and commissioning teams. Responsibilities include:

• Providing technical leadership for the conceptualization, design, selection, integration, commissioning, and troubleshooting of telecommunication networks.
• Developing engineering designs for telecommunication systems in substations and power transmission systems, including overhead transmission lines and UG cables. This involves selecting fiber characteristics, multiplexers, and interface cards for various external elements like protection relays, meters, Substation Automation Systems, and communication systems.
• Designing telecommunication systems for conventional and inverter-based generation plants, including selecting fiber characteristics, Ethernet switches, and time synchronization elements.
• Understanding project-specific requirements to conceptualize and develop detailed Telecom Network Architectures.
• Applying knowledge of OEM telecom products (Multiplexers, Ethernet switches, Fiber optics cables, GPS/GNSS) and their practical limitations in network architecture development.
• Performing traffic engineering for low-latency and low-jitter networks suitable for PPC/EMS control loops.
• Determining equipment ratings based on Telecom Budget calculations, with familiarity with products from OEMs such as Hitachi, GE, Siemens, Huawei, and ZTE.
• Defining requirements and developing detailed specifications for telecom systems.
• Providing necessary support for Factory Acceptance Tests (FAT) and guiding the commissioning team for field testing, including cold and hot commissioning of telecom systems.

Technical Expertise and Network Engineering

The role requires in-depth knowledge and hands-on experience in various aspects of telecom network engineering, including:

• Understanding the purpose of equipment in transmission substations such as PPC, SCADA, RTU, Protection Relay, SCMS, SAS, PMU, and their telecom interface points.
• Knowledge of communication protocols including Modbus TCP/IP, IEC 101, IEC 104, IEC 61850, and GOOSE.
• Experience in selecting and evaluating GPS/GNSS systems meeting IRIG-B, PTP protocol, and familiarity with IEEE 1588 (PTP) and IEEE **** standards.
• Good knowledge and experience in Cyber security compliance checks and test acceptance for telecom requirements.

Testing and Commissioning Support

The manager will support field testing and commissioning activities, including:

• Telecom power autonomy and blackout recovery.
• Fiber link certification and validating loss budgets for critical paths.
• Backbone redundancy failover and PRP/HSR seamless redundancy tests.
• PTP/NTP stability tests and WAN connectivity.
• Time synchronization and cyber security checks.
• Modbus TCP/IP and/or IEC 104 transmission checks.

Diagnostic and Troubleshooting Skills

The role requires hands-on experience with diagnosing network performance using communication tools such as:

• Wireshark
• Packet capture
• Network Monitoring & diagnostics tools
• Different data formats, including data compressions like Comtrade.

Qualifications and Experience

Candidates should possess a minimum of 10 years of experience in relevant telecommunication engineering roles. The role demands a strong technical background and proven leadership in managing complex telecom projects from conceptualization through commissioning.
