About the Role
Parsons Corporation is seeking a Stakeholder Manager (Saudi National) to join its team in Riyadh, Saudi Arabia. This full-time role involves leading the coordination and management of engineering and design stakeholders across a significant Airport / Infrastructure / Airfield project. The manager will focus on maintaining effective technical interfaces between the Project Team, Client, GACA, other relevant authorities, Lead Design Consultant, specialist design consultants, contractors, utility providers, and multidisciplinary project teams.
Key Responsibilities
- Lead the stakeholder management function and develop the Stakeholder Management Plan and engagement strategy.
- Identify, map, and categorize all engineering, design, authority, and technical stakeholders.
- Establish clear communication and coordination channels between project teams and external stakeholders.
- Act as the primary coordination point between the Project Team and GACA and other relevant aviation authorities.
- Manage interfaces with the Lead Design Consultant and specialist design consultants.
- Coordinate stakeholder requirements and ensure their incorporation into project design and deliverables.
- Establish and maintain a comprehensive Stakeholder Register, engagement matrix, and action/decision/comment/approval trackers.
- Coordinate stakeholder meetings, workshops, design reviews, technical meetings, and authority coordination sessions; prepare agendas, record decisions, and monitor closure of actions.
- Ensure stakeholder comments and requirements are properly documented, assigned, tracked, and closed.
- Monitor stakeholder approvals and identify potential impacts on project deliverables, procurement, construction, and schedule.
- Escalate critical stakeholder issues and unresolved technical matters to Project Management and senior leadership.
- Coordinate responses to stakeholder comments, RFIs, Technical Queries, design review comments, and authority requirements.
- Facilitate resolution of conflicting requirements between different stakeholders.
- Coordinate multidisciplinary interfaces across Civil, Structural, Architectural, MEP, Utilities, ICT, Aviation Systems, Airfield, and Infrastructure disciplines.
- Ensure design consultants maintain alignment with Client requirements, authority requirements, project standards, and approved design criteria.
- Review stakeholder requirements to identify changes impacting design scope, cost, schedule, quality, or constructability.
- Support the project team in managing stakeholder-driven changes, ensuring proper documentation and routing through the project change management process.
- Coordinate with Planning and Project Controls teams to monitor schedule impacts resulting from stakeholder reviews and approvals.
- Track submissions, reviews, comments, resubmissions, and approvals to ensure timely progression; identify potential approval bottlenecks and develop mitigation strategies.
- Coordinate with Construction teams to ensure stakeholder requirements affecting site execution are clearly communicated.
- Support resolution of technical issues arising during construction that require Client, authority, or consultant input.
- Coordinate stakeholder involvement in testing, commissioning, inspections, and handover activities where required.
- Maintain comprehensive records of stakeholder correspondence, meeting minutes, technical decisions, approvals, and commitments.
Authority and Design Consultant Engagement
- Lead stakeholder coordination and technical engagement with GACA and other relevant aviation authorities.
- Coordinate authority requirements related to airport facilities, airfield infrastructure, aviation systems, and associated works.
- Track authority comments, technical observations, approvals, permits, and NOCs.
- Facilitate authority design reviews and technical workshops, ensuring requirements are communicated to all relevant parties.
- Monitor the status of authority submissions and approvals, highlighting potential impacts on project delivery.
- Maintain a clear audit trail of authority requirements, decisions, comments, and approvals.
- Support the Project Team in resolving conflicting or unclear authority requirements.
- Manage interfaces with the Lead Design Consultant and specialist design consultants, coordinating requirements for design integration.
- Monitor consultant responses to Client and authority comments, ensuring technical comments are assigned and closed within agreed timelines.
- Coordinate design review workshops involving multiple consultants and stakeholders.
- Monitor design deliverables against stakeholder requirements and project milestones, identifying gaps, inconsistencies, and interface issues.
- Facilitate resolution of cross-disciplinary design conflicts and ensure design decisions are properly documented and communicated.
- Support management of consultant performance where stakeholder requirements or technical responses are delayed.
Interface Management and Project Reporting
- Coordinate interfaces between project disciplines and external stakeholders, establishing clear ownership for technical interfaces and actions.
- Identify dependencies between packages, systems, and stakeholders, and maintain an Interface Register to monitor closure.
- Manage stakeholder interfaces associated with airport terminals, airfield facilities, runways, taxiways, aprons, roads, utilities, and supporting infrastructure.
- Coordinate stakeholder requirements for works within operational or restricted airport environments.
- Support coordination with airport operators, aviation authorities, infrastructure stakeholders, and specialist airport consultants.
- Ensure requirements affecting airside and landside interfaces are clearly communicated and managed.
- Coordinate stakeholder inputs for phased construction, operational constraints, temporary conditions, and future expansion requirements.
- Prepare weekly and monthly Stakeholder Management Reports, detailing engagement status, critical issues, approvals, actions, risks, and upcoming requirements.
- Maintain stakeholder dashboards showing submission status, review status, approval status, outstanding comments, open actions, technical decisions, authority requirements, critical interfaces, and schedule impacts.
- Provide early warning of stakeholder issues that may affect project cost, schedule, quality, or delivery.
- Maintain an auditable record of stakeholder commitments and technical decisions, ensuring processes align with project governance and document control.
Qualifications and Experience
- The successful candidate must be a Saudi National.
- A minimum of 15+ years of relevant experience is required.
