About RAWAJ and the Role

RAWAJ, a prominent company specializing in government services and process facilitation, is seeking a Strategy Vice President - Government Services. Based in Riyadh, this full-time position requires over 10 years of experience and is central to guiding the organization's strategic direction. The role involves leading the development, execution, and monitoring of the corporate strategy, translating strategic priorities into measurable initiatives, driving performance management, and supporting business transformation to ensure alignment with long-term organizational objectives.

Key Responsibilities

The Strategy Vice President will lead comprehensive strategy management, from conceptualization to performance monitoring and continuous improvement. This includes:

  • Leading the development, review, and execution of the organization’s corporate strategy and long-term business plans.
  • Translating strategic objectives into clear initiatives, programs, departmental goals, and measurable performance indicators.
  • Facilitating the annual strategic planning cycle across all business functions.
  • Monitoring market trends, regulatory developments, emerging technologies, and industry best practices to identify strategic opportunities.
  • Supporting executive leadership in defining growth priorities, strategic direction, and organizational focus areas.
  • Establishing governance mechanisms to monitor the implementation of strategic initiatives.
  • Tracking progress against strategic objectives and recommending corrective actions when required.
  • Coordinating cross-functional strategic projects to ensure timely execution and achievement of business outcomes.
  • Preparing executive dashboards, strategic performance reports, and progress updates for the CEO, Executive Committee, and Board.
  • Ensuring strategic initiatives are aligned with corporate priorities, resource availability, and business impact.

Performance Management and Transformation

A core aspect of this role involves establishing and overseeing robust performance frameworks and driving strategic transformation initiatives:

  • Developing and maintaining the enterprise performance management framework.
  • Defining, tracking, and monitoring corporate KPIs aligned with strategic objectives.
  • Overseeing Balanced Scorecard implementation and performance review processes.
  • Conducting periodic business performance reviews with business unit leaders.
  • Identifying performance gaps and recommending improvement initiatives to support annual targets.
  • Leading strategic transformation initiatives focused on digitalization, automation, operational excellence, and customer experience.
  • Supporting organizational restructuring and change management initiatives where required.
  • Evaluating new business opportunities, partnerships, and service expansion initiatives.
  • Promoting innovation, continuous improvement, and data-driven decision-making across the organization.

Required Qualifications and Experience

Candidates should demonstrate a strong background in strategy and leadership, meeting the following criteria:

  • A minimum of 10 years of experience in a relevant strategic leadership role.
  • Proven experience leading enterprise-wide strategic initiatives and organizational transformation programs.
  • Experience in government services, visa services, travel, tourism, aviation, shared services, consulting, customer service, or large corporate organizations is highly preferred.
  • Experience working with CEOs, executive committees, boards, or senior government/private-sector stakeholders is highly desirable.
  • Professional certifications such as Balanced Scorecard Professional, Strategy Management Professional, PMP, Lean Six Sigma Green Belt or Black Belt are considered an advantage.
