About the Role

Albawani Capital is seeking a Technical Manager to provide technical leadership and oversight for infrastructure, PPP, and investment development projects. This full-time position is based in Riyadh, Saudi Arabia, and requires a professional with over 10 years of experience. The role ensures technical excellence across all project phases, from origination and feasibility to operational readiness, supporting investment decision-making by evaluating technical risks and validating project assumptions.

Key Responsibilities

• Review and approve engineering designs, technical specifications, drawings, and consultant deliverables to ensure alignment with project objectives and technical standards.
• Provide technical guidance and recommendations to project development teams throughout project planning and execution.
• Coordinate multidisciplinary engineering activities to ensure effective integration of technical requirements across all project disciplines.
• Monitor technical progress against approved schedules, milestones, and project deliverables.
• Support the resolution of complex technical issues and engineering challenges to maintain project continuity and quality standards.

Feasibility and Investment Support

• Conduct technical due diligence reviews for prospective investments, acquisitions, and PPP opportunities.
• Evaluate project feasibility studies, technical assumptions, and engineering solutions to determine project viability.
• Identify technical risks, opportunities, and constraints that may impact project development or investment returns.
• Support the preparation of technical reports, investment memorandums, and presentations for management and investment committees.
• Provide technical input during project structuring, bidding, financing, and contract negotiation activities.

Consultant and Stakeholder Management

• Manage the performance of engineering consultants and technical advisors to ensure timely delivery of quality outputs.
• Coordinate with government authorities, utility providers, operators, contractors, and other external stakeholders to secure technical approvals and project support.
• Lead technical review meetings, workshops, and stakeholder engagement sessions.
• Review consultant submissions and ensure compliance with contractual and project requirements.
• Facilitate communication and collaboration among project teams and external partners to resolve technical and operational issues.

Technical Governance and Compliance

• Implement technical governance procedures, quality assurance frameworks, and engineering review processes across projects.
• Conduct technical audits and compliance reviews to ensure adherence to regulatory requirements, industry standards, and company policies.
• Identify, assess, and mitigate engineering and technical risks throughout the project lifecycle.
• Lead value engineering initiatives to optimize project costs, improve efficiency, and enhance long-term asset performance.
• Ensure compliance with Saudi Building Codes, authority regulations, environmental requirements, and project technical standards.

Qualifications and Work Environment

Candidates for this role should possess over 10 years of relevant experience in infrastructure investment and development. The position is primarily in-office, with periodic site visits and occasional travel within the Kingdom and internationally as required. The degree of physical risk associated with this role is considered low to moderate. The Technical Manager will also be involved in mentoring and developing engineering and technical staff, monitoring team performance, and supporting recruitment and succession planning activities.
