About the Role
The Zakat, Tax and Customs Authority (ZATCA) is seeking an experienced Treaties Advisor to join their team in Riyadh, Saudi Arabia. This role is integral to developing and implementing customs treaties that align with ZATCA's strategic objectives and ensure accurate customs calculations. The Treaties Advisor will be responsible for conducting legal assessments, drafting treaty models, and resolving conflicts to facilitate international trade and compliance.
Professionals at this level are expected to work with general direction, developing solutions to challenges that require analysis and addressing escalated issues. They undertake complex operational activities including the finalization of Customs treaty models, agreements, and contracts, monitoring Customs calculations, and identifying treaty conflicts for resolution with stakeholders.
Key Responsibilities
- Conduct research, benchmark countries, and evaluate current trends to identify potential Customs treaty possibilities based on defined criteria and guidelines.
- Prepare assessments, research results, and initial draft analyses related to target countries, evaluating feasibility and impact from a legal standpoint.
- Coordinate with International Relations and Treaties functions to shortlist and select treaties with the greatest strategic significance to ZATCA, highlighting results for dissemination.
- Liaise with International Relations and Treaties functions regarding treaty models, scope, and objectives, highlighting focus areas and amending models as needed to fit target country needs and the Kingdom’s interests.
- Handle the development of Customs treaty proposals based on pre-defined templates and international collaboration guidelines.
- Draft finalized treaty models based on negotiation outcomes and agreements, ensuring alignment with both parties' requirements and ZATCA standards.
- Develop and update Customs treaties agreement templates, forms, and tools.
- Hold discussion groups to review, finalize, and provide legal support in drafting Customs treaty agreements and contracts.
- Support International Relations and Treaties functions in the communication and negotiation of treaty terms and conditions with targeted country representatives.
- Implement Customs treaties, ensuring compliance with agreed-upon terms, highlighting deviations, and developing action plans for corrective and improvement purposes.
- Report Customs treaty conflicts and, when needed, establish methods and procedures for resolving treaty disputes.
- Conduct Customs treaty agreement due diligence on relevant countries to ensure that Customs are calculated accurately for firms aiming to enter the Kingdom’s private market.
- Work on optimizing the Customs treaties database system and manage the performance of periodical health checks to ensure optimal functionality and accessibility.
- Prepare periodical reports highlighting lessons learned, conflicts, and improvement actions.
- Follow all relevant policies, processes, and standard operating procedures to ensure work is carried out in a controlled and consistent manner.
- Assist in solving escalated problems and provide needed support for junior team members to ensure work is carried out efficiently.
- Escalate complex problems to the relevant person to ensure cases/issues are closed properly.
- Train junior staff on different job activities to ensure knowledge transfer, when applicable.
- Provide clear direction, prioritize tasks, assign and delegate responsibility, and monitor the workflow of subordinates/junior staff.
- Support junior staff or direct reports in executing their duties according to set policies and processes.
- Perform other duties as requested.
Qualifications and Requirements
- A minimum of 4 years of relevant experience is required.
- A Bachelor’s degree in Legal Studies, or equivalent, is required.
