About the Role

Red Sea Global, through its subsidiary Coastal Contracting Company, is seeking an Assistant Manager Procurement. This full-time position is based in the Tabuk region, with responsibilities extending to Umluj and Tabuk. The role supports the Procurement Manager in overseeing all aspects of the procurement lifecycle.

Role Purpose and Context

The Assistant Procurement Manager is integral to ensuring that procurement activities are managed efficiently and effectively. This role directly supports the Procurement Manager in executing end-to-end procurement processes, including tendering, contract preparation, and vendor management. The objective is to ensure all procurement operations align with company standards, Delegation of Authority, and relevant contractual frameworks, while also focusing on supplier performance, compliance with quality and OH&S requirements, and driving overall value.

Key Responsibilities

  • Administer purchasing processes, driving standards, automation, and outsourcing for efficiency.
  • Assist the Procurement Manager in prequalifying prospective bidders.
  • Support the preparation of tender documents, agreements, and contract terms in line with Delegation of Authority.
  • Prepare Request for Proposals according to company processes and Delegation of Authority.
  • Aid in evaluating tender proposals to select and appoint suitable consultants and contractors.
  • Compile and review contract documents before execution.
  • Support vendor relationship management with critical suppliers, partners, and third parties to negotiate effectively and establish long-term supply contracts for optimal value.
  • Evaluate supplier performance and update the preferred vendor list, maintaining relationships and addressing underperformance.
  • Supervise the review of pending orders with vendors to prevent delivery delays and ensure supply continuity.
  • Ensure adherence to company Standards, Policies, and Procedures.
  • Ensure all activities are performed safely and comply with OH&S requirements.
  • Ensure relevant QA/QC procedures are followed.

Qualifications and Experience

  • Bachelor’s Degree in Business, Management, Engineering, Quantity Surveying, or an equivalent related field.
  • Membership of RICS, CIOB, or a relevant professional institution is preferred.
  • A minimum of 5 years of relevant experience is required.
  • In-depth knowledge of major contract forms, including FIDIC, NEC, and JCT.
  • High level of English literacy skills.
  • Demonstrable verbal and written communication skills.
  • Excellent working knowledge of industry practices.
  • Previous experience in a developer or cost consultancy practice in a similar role.
  • Experience in handling contractual frameworks and standard form contracts.
