Job Description
About the Testing & Commissioning Engineer Role
Parsons Corporation is seeking a skilled Testing & Commissioning Engineer to join our project team in Tabuk. This full-time role is responsible for overseeing the testing, pre-commissioning, and final commissioning of Mechanical, Electrical, Plumbing (MEP), systems, and infrastructure assets. The engineer will ensure all systems meet safety, efficiency, and design specification standards prior to operational handover.
Key Responsibilities
- Review, evaluate, and approve contractor testing and commissioning (T&C) plans, methodologies, procedures, and checklists.
- Witness and supervise factory acceptance tests (FAT), site acceptance tests (SAT), and operational integrated systems tests to verify performance parameters.
- Conduct site inspections to confirm installations are complete, safe, and ready for testing or balancing.
- Identify, document, and track system deficiencies and punch-list items, coordinating with contractors for resolution.
- Review and validate T&C documentation, including test reports, calibration certificates, O&M manuals, and as-built drawings.
- Collaborate with construction managers, quality assurance teams, design engineers, and client operational staff for a seamless handover.
Required Qualifications
- A Bachelor's degree in Electrical Engineering, Mechanical Engineering, or a closely related engineering field.
- A minimum of 7 years of progressive engineering experience, with at least 4 years focused on testing and commissioning for large-scale infrastructure, smart cities, or complex commercial developments.
- Registration with the Saudi Council of Engineers (SCE) is preferred.
Technical and Communication Skills
- Deep familiarity with T&C methodologies, testing instrumentation, and building management systems (BMS).
- Solid knowledge of international standards such as ASHRAE, NFPA, IEC, IEEE, and commissioning guidelines like NEBB and LEED commissioning frameworks.
- Strong verbal and written communication skills in English, with the ability to author technical reports and lead coordination meetings.
- The ability to firmly enforce compliance standards with site teams.
