Health Safety Environment Supervisor

About the Role

Sabil is seeking an HSE Cluster Supervisor to lead and oversee HSE performance across multiple branches within an assigned cluster. This full-time position is based in Yanbu, Al Madinah, Saudi Arabia, and requires 5-10 years of experience. The role involves ensuring consistent implementation of corporate HSSE policies, standards, and requirements across locations including Yanbu, Tabuk, Al Qassim, and Hail.

Role Purpose and Scope

The HSE Cluster Supervisor will supervise and support Senior Safety Specialists, monitor compliance and performance, and oversee various safety programs. This includes managing risk, incident response, emergency preparedness, environmental protection, and occupational health initiatives. The primary objective is to drive continuous improvement in HSSE practices across all cluster operations.

Key Responsibilities

• Oversee the implementation of corporate HSSE policies, standards, procedures, and programs across assigned branches.
• Provide technical support and direction to Senior Safety Specialists, ensuring consistent HSSE practices and compliance.
• Manage safety risk assessments, hazard controls, inspections, and safe systems of work, reviewing findings and ensuring corrective actions are implemented.
• Oversee incident, near-miss, and significant event reporting and investigations, including root-cause analysis and corrective actions.
• Monitor emergency preparedness, firefighting arrangements, and emergency drills across branches.
• Ensure compliance with environmental and occupational health requirements, monitoring key risks and obligations.
• Monitor HSSE KPIs, trends, incidents, and action-plan performance, consolidating reports and recommendations for the Corporate HSSE Manager.
• Act as the primary HSSE link between Branch Management, Senior Safety Specialists, and Corporate HSSE, coordinating corporate initiatives.
• Supervise, coach, and support Senior Safety Specialists, identifying competency development needs.
• Monitor compliance with Saudi regulations, Civil Defense requirements, and corporate HSSE standards, supporting audits and inspections.
• Drive standardization and continuous improvement of HSSE practices across all assigned branches.

Qualifications and Experience

• A minimum of 5-10 years of experience in a relevant HSE role.
• Demonstrated ability to lead and oversee HSSE performance across multiple locations.
• Strong understanding of corporate HSSE policies, standards, and regulatory requirements.
• Experience in risk assessment, incident management, and emergency preparedness.
• Proficiency in monitoring HSSE KPIs and preparing comprehensive reports.

This is a full-time position based in Yanbu, Al Madinah, Saudi Arabia. The role involves overseeing operations across multiple cities including Yanbu, Tabuk, Al Qassim, and Hail, requiring coordination with various internal and external stakeholders.
