Job Purpose:
To manage the end-to-end procurement process in compliance with organizational policies and procurement regulations, ensuring timely and cost-effective acquisition of goods and services.

Duties and Responsibilities:

• Prepare and update the organization’s annual procurement plan in coordination with internal departments.
• Receive, review, and validate purchase requisitions, ensuring alignment with approved plans and budgets.
• Collaborate with stakeholders to develop Requests for Quotation (RFQ), Requests for Proposal (RFP), and tender documents.
• Launch and manage competitive bidding processes, ensuring transparency and compliance with procurement procedures.
• Coordinate and support technical and financial evaluation of bids.
• Lead negotiation processes with vendors to ensure optimal terms and cost-effectiveness.
• Finalize award recommendations and support contract drafting and signing.
• Oversee the execution of direct procurement procedures and issue purchase orders as needed.
• Monitor the receipt of goods and services ensuring compliance with specifications, quality standards, and contract terms.
• Follow up on the implementation of contracts and purchase orders and address any delays.
• Manage change requests and amendments to procurement contracts in coordination with relevant stakeholders.

Qualifications:

• Bachelor's degree in Supply Chain Management, Business Administration, Industrial Engineering, or a related field.
• Minimum 3–5 years of experience in public or private procurement, purchasing, or contract management.
• Strong understanding of end-to-end procurement cycles and contract lifecycle management.
• Skilled in negotiation and supplier performance management.
• Knowledge of local procurement regulations and compliance standards.
• Fluency in Arabic and English (mandatory).
• CIPS, CPSM, or equivalent professional certification in procurement or supply chain (preferred).

Role Overview:
The Senior Procurement Officer will be responsible for end-to-end procurement, planning, and supply chain management of materials and equipment specifically for Solar and Renewable Energy projects. Key Responsibilities:

• Identify, qualify, and manage both local and international suppliers while maintaining vendor records in SAP.
• Possess strong knowledge of local & international suppliers for Solar and Renewable Energy equipment including PV modules, cables, and mounting structures.
• Lead procurement negotiations, renew supplier contracts, and establish framework agreements.
• Analyze supplier bids for compliance and provide market intelligence.
• Track purchase orders, shipments, and customs clearances in coordination with logistics.
• Align procurement plans with project timelines and ensure adherence to regulations.

Qualifications & Experience:

• Bachelor’s degree in Business, Supply Chain, Engineering, or related field.
• 4–5 years’ experience in procurement or materials management, preferably in the solar or renewable energy sector.
• Strong negotiation and communication skills; fluent in English and Arabic.
• Proficient in SAP and MS Office.

The Purchasing Leader will take charge of the direct sourcing of materials from an approved supply base, ensuring all materials are procured and delivered to the factory in alignment with operational strategies. This role emphasizes the importance of vendor relationships and process optimizations that support cost savings and efficiency improvements.

Your Responsibilities Includes:

• Purchasing:
  • Perform procurement activities and issue Purchase Orders (POs) to external suppliers and internal departments, ensuring timely deliveries.
  • Communicate performance reports to key suppliers and facilitate regular meetings.
  • Manage supplier on-time delivery reports and facilitate root cause analyses when necessary.
  • Communicate business needs effectively to suppliers, influencing and empowering them to meet objectives.
  • Lead daily MRB (Material Review Board) activities, acting as a focal point in communications across departments.
• Leadership:
  • Manage and oversee the procurement process and procurement team.
  • Supervise, mentor, and delegate responsibilities to team members in line with KPIs.

  • Lead cross-functional projects aimed at improving procurement processes.
• Inventory Management:
  • Oversee all inventory management activities to optimize efficiency.
  • Develop strategies to minimize carrying costs while ensuring material availability.
  • Conduct annual inventory counts to ensure compliance with financial and operational requirements.
• Cost Saving Initiatives:
  • Monitor procurement spending and identify cost-saving opportunities.
  • Implement localization initiatives and other strategies to improve efficiency.
• General Quality:
  • Adhere to Quality Assurance procedures as outlined in the QA Manual.
  • Ensure that all final products meet the required standards prior to completion.

You are action-oriented with a strong customer focus and excellent communication skills. You have a deep understanding of obtaining value from suppliers while fostering a collaborative team environment.

Qualifications:

• 5-7 years of procurement experience in the control valve industry.
• Mechanical Engineering degree preferred.
• APICS CPIM certification or in process / Level 5 CIPS Diploma is a plus.
