About the Role

Hill International (Middle East) Limited is seeking a Cluster Construction Manager (E2) to oversee construction projects in Abha. This full-time position requires a seasoned professional with over 10 years of experience to ensure projects are completed safely, effectively, and efficiently, meeting client objectives on time and within budget.

Key Responsibilities

The Cluster Construction Manager will be responsible for managing and overseeing all phases of construction projects, from planning and design through to execution and completion. This includes ensuring contractors and supervision consultants adhere to correct processes and procedures, and maintaining risk registers. The role involves assessing the capabilities of client project management and construction management staff, recommending appropriate roles, and developing the department's operating structure, including organizational charts and identifying necessary tools and best practices. The manager will develop and implement project plans, budgets, schedules, and resource allocation, while coordinating with all stakeholders to meet project requirements. Continuous monitoring of project progress, identification and resolution of issues, and ensuring compliance with all relevant regulations, codes, and standards are critical. Contract negotiation with suppliers and subcontractors, and overall responsibility for contractor adherence to contracts are also key duties. The role requires providing regular updates to senior management on project status, risks, and opportunities, and leading a team of construction professionals. Implementing and enforcing safety protocols to ensure a safe working environment is paramount. The manager will support the client in preparing scopes of work for construction RFPs and site supervision contracts, and ensure Project Execution Plans submitted by contractors are properly reviewed, covering all health, safety, and environmental aspects. Leading health, safety, security, and environmental incident investigations and updating relevant data for monthly reports is also required. Reviewing resource allocation for new projects, reporting project progress with concerns and recommendations, and monitoring progress against schedule and cost plans are essential. The role includes reviewing contractors' and supervision consultants' monthly reports, preparing project monthly dashboards, and implementing the project EDMS to ensure documentation compliance. Timely and accurate data input to the PMIS, following up on action plans, and escalating issues are also part of the responsibilities. Reviewing supervision consultant recommendations for recovery plans, contractor claims, or extensions of time, and ensuring timely submission of monthly invoices, developing cash flow forecasts, and preparing estimates for variations are also key tasks. The manager will implement a system for tracking labor efficiency and ensure awareness and compliance with Hill International's Quality, Environmental, Safety, and Occupational Health Policies, Manuals, and Procedures. Other duties as assigned by the line manager will also be performed.

Qualifications and Experience

Candidates must possess a Bachelor's degree in engineering from an accredited university. A minimum of 20 years of experience in large-scale infrastructure or city development projects is required, with experience leading to the position of construction manager on large-scale projects. Experience on major government and/or semi-government international construction sites is essential, including direct professional knowledge and management of site engineering, project controls, environment, health and safety, contracts management, and quality. Extensive experience in the construction management of water and wastewater works is also required. A proven record of implementing a zero-accident philosophy and engagement with government entities/utility providers is necessary. Experience implementing continuous improvement on site and supporting capacity building/talent development in a construction environment is also a requirement. International work experience is preferred, with a preference for experience in KSA.
