About the Role
ENGIE Middle East is seeking a Lead Engineer to join its team in Al Jubayl, Saudi Arabia. Reporting to the Technical Support Manager, this role is central to developing and executing asset management plans, monitoring asset performance, and managing associated risks. The Lead Engineer will act as the Subject Matter Expert, responsible for identifying and resolving plant-related technical issues. This position is critical for overseeing both long and short-term maintenance activities, including defects, planned maintenance programs, and technical instruction letters (TILs), through a team of site-based engineers.
The successful candidate will play a key role in shaping the long-term engineering strategy for plant operations and maintenance, while also developing a competent engineering and maintenance team. This role requires close collaboration with the Project company to ensure the successful completion of CAPEX and OPEX projects, ensuring the plant consistently meets availability, reliability, efficiency, generation, and cost targets, all within strict safety and environmental parameters.
Key Responsibilities
- Ensure adherence to the Integrated Management System (IMS).
- Uphold and enforce Company Health, Safety, and Environmental policies and procedures.
- Participate in internal and external Health, Safety, Environmental, and Quality audits, and implement relevant findings.
- Provide expert guidance to the maintenance team following detailed analysis of mechanical, electrical, and instrumentation & control (I&C) issues.
- Develop and strategize working structures and procedures for the assessment, analysis, and recommendation of preventive measures.
- Support the Operations & Maintenance (O&M) team to ensure safe, reliable, and efficient plant operations.
- Develop strategies for the creation and implementation of policies, standards, and procedures for engineering and technical work.
- Oversee staff development needs and ensure the maintenance of staff competence in required areas.
- Prepare strategic plans for maintenance requirements and manage the budget for the Technical Support department.
- Ensure safe working conditions prevail during plant operations and maintenance.
- Manage long-term service agreements concerning planned and unplanned outage services for gas turbines.
- Support the Technical Support Manager in the successful implementation of routine plant maintenance.
- Assist the Technical Support Manager in the preparation and completion of planned shutdowns.
- Implement engineering practices in accordance with Original Equipment Manufacturer (OEM) and international standards.
- Support the Technical Support Manager in the development and implementation of the long-term engineering strategic plan.
- Manage the life cycle of all major plant systems and author technical reports.
- Support the Technical Support Manager in the safe and efficient delivery of high levels of commercial availability within environmental limits.
- Make or assist in making decisions to resolve plant maintenance problems with immediate, medium, and long-term consequences.
- Deliver outcomes consistent with Quality, Health, Safety, and Environmental policies and procedures.
- Manage engineering competence and develop appropriate succession plans for key engineering staff.
- Provide guidance to resolve complicated and critical technical operational and maintenance issues.
- Guide the team on the efficient utilization and management of resources (manpower and others) for safe, reliable, and efficient plant operations.
- Plan and coordinate routine preventive and predictive maintenance requirements among operations and other teams.
- Monitor the progress and quality of work orders within CAPEX and OPEX projects.
- Ensure efficiency and availability targets are effectively communicated and achieved.
- Ensure all procedures, documentation, drawings, and manuals are kept up-to-date and necessary training is completed promptly.
- Maintain high standards of management, ethics, and leadership.
- Lead the implementation of performance management processes by setting objectives and targets for individuals and conducting periodical reviews, providing coaching as needed.
- Implement lessons learned and other activities to foster a learning culture.
- Facilitate communication and cooperation with Maintenance, Operation, and HSE teams.
- Act as a Subject Matter Expert in specialized areas of the plant.
- Contribute to training and qualification programs.
- Meet monthly regional reporting requirements.
- Ensure all tools and equipment are appropriately maintained and in good working condition.
- Deliver technical advice to colleagues and contractors to maintain high safety standards and proper execution of plant maintenance practices.
- Apply engineering knowledge and skills to review and update work instructions.
- Implement initiatives to address inconsistencies in CMMS scheduling, practices, and documentation.
Qualifications and Requirements
The role operates under the general guidance of the Technical Support Manager concerning Plant Maintenance & Operations and team management. The job holder has the autonomy to plan and manage their own areas of activity within established policy and procedural limits. Any extraordinary issues arising outside of set policies and procedures are to be referred to the Plant General Manager and leadership for discussion and approval of recommended actions.

Work Context
This full-time position is based in Al Jubayl, Saudi Arabia. The role is part of the GBU Renewables Business Unit and the GEN International - KSA Division, operating under the legal entity JUBAIL O&M COMPANY LIMITED. The Lead Engineer will interact with the TS Manager and Operation and Maintenance teams.
