Role Overview:
The Senior Cost / Budget Controller will manage the contracts team deployed on various Oil and Gas/Petrochemical projects. You will provide contract execution support to the Project Management team on behalf of Khafji Joint Operations (KJO), ensuring the successful delivery of projects. Additionally, you will review early-stage deliverables related to procurement and contracting strategies produced by KJO's front-end development department.

Key Responsibilities:

• Management of contracts team across multiple projects.
• Provide contract execution support to Project Management.
• Evaluate and consult on project cost accounting.
• Review procurement and contracting strategies during project initiation.

Required Knowledge/Experience:
We are looking for candidates with:

• A minimum of 6 years of project cost engineering experience in major Oil and Gas/Petrochemical projects.
• Strong capability in project cost accounting evaluation.

Education:
You should possess one of the following:

• Bachelor’s Degree in Engineering/Quantity Surveying/Administration/Business or a closely related field.
• Diploma with a Certificate from a recognized agency in project cost related expertise.

Join Penspen as a Senior Cost Estimation Engineer!
We are looking for a Senior Cost Estimation Engineer to work on our PMS project in Khafji, Saudi Arabia. In this role, you will be accountable for managing the project controls team deployed on various projects. The Project Management team operates on behalf of the client (Khafji Joint Operations, KJO) and is responsible for delivering the program of projects.

Key Responsibilities:

• Manage project controls and provide support to the Project Management team.
• Consult and evaluate project cost estimation and forecasting issues.

Knowledge and Experience Required:

• At least 12 years of experience.
• A minimum of 8 years in project cost estimation for major Oil and Gas/Petrochemical projects.
• Experience with schedule and cost benchmarking of oil and gas upstream projects.
• Proficient in MS Packages, particularly Word and Excel, and knowledge of Primavera P6.

Qualifications:

• Bachelor’s Degree in Engineering in a relevant field.
• At least 6 years of relevant experience in project cost estimation.
