About the Role

El Seif Operation and Maintenance is seeking a dedicated Health Safety Environment Officer to join its team in Al Qassim, Saudi Arabia. This full-time role focuses on supporting the implementation, monitoring, and continuous improvement of Quality, Health, Safety, and Environment (QHSE) standards across Facilities Management (FM) operations. The officer will ensure site compliance, conduct inspections, support audits, report incidents, and follow up on corrective actions, working closely with project teams to maintain safe and compliant operations.

Key Responsibilities

• Conduct regular QHSE inspections, site walks, audits, and compliance assessments across FM project sites.
• Monitor and verify the implementation of HSE policies, procedures, permits, risk assessments, and method statements.
• Identify unsafe acts, unsafe conditions, quality deficiencies, and non-compliance issues, and follow up on corrective and preventive actions until closure.
• Support investigations of incidents, accidents, near misses, and non-conformities, and prepare clear and accurate reports.
• Maintain QHSE documentation, inspection records, audit reports, training records, and compliance tracking systems.
• Facilitate toolbox talks, safety briefings, awareness campaigns, and site-level QHSE training sessions.
• Coordinate with operations teams, maintenance personnel, supervisors, subcontractors, and client representatives on all QHSE-related matters.
• Ensure compliance with applicable Saudi regulations, company standards, client requirements, and project-specific QHSE procedures.
• Monitor PPE compliance, work-at-height activities, electrical safety practices, housekeeping standards, waste management processes, emergency preparedness, and permit-to-work controls.
• Support internal and external audits and assist in closing audit findings within agreed timelines.
• Promote a proactive safety culture and maintain high standards of QHSE discipline across all site teams.
• Provide regular QHSE performance updates and recommendations to management to support continuous improvement initiatives.

Qualifications and Experience

• Diploma or Bachelor's Degree in Occupational Health & Safety, Engineering, Environmental Science, Quality Management, or a related field.
• Minimum 3 years of experience in QHSE/HSE roles.
• Previous experience in Facilities Management (FM), Integrated Facilities Management (IFM), Operations & Maintenance (O&M), maintenance services, building services, or large operational project environments is required.
• Good knowledge of site safety practices, risk assessments, incident and accident reporting, audits and inspections, and corrective and preventive action follow-up.
• Professional certifications such as NEBOSH, IOSH, OSHA, ISO 45001, ISO 9001, or ISO 14001 are preferred.

Required Skills

• Strong communication and interpersonal skills with the ability to work effectively with project teams, supervisors, technicians, subcontractors, and client representatives.
• Proficient in Microsoft Office applications and report preparation.
