Job Description

About the Role

Hill International (Middle East) Limited is seeking a Senior Cost Control Engineer (E2) to join its team in Al Qassim, Saudi Arabia. This is a full-time position requiring over 10 years of experience.

Key Responsibilities

  • Develop and implement cost control strategies and procedures for effective financial management.
  • Monitor and analyze financial data to identify cost-saving opportunities and enhance profitability.
  • Prepare and present financial reports, budget forecasts, and variance analyses to senior management.
  • Coordinate with project managers and department heads to track and control project costs.
  • Review and approve purchase orders, invoices, and expense reports, ensuring compliance with company policies and budget limits.
  • Conduct regular audits of financial records and procedures to identify and resolve discrepancies.
  • Train and mentor cost control staff on cost control processes and procedures.
  • Collaborate with cross-functional teams to develop cost reduction initiatives and improve efficiency.
  • Stay updated on industry trends, regulations, and best practices in cost control and financial analysis.
  • Provide guidance and support to the finance team on cost control matters.
  • Ensure continued compliance with Quality, Environmental, Safety, and Occupational Health Policies, Manuals, and Procedures within Hill International.
  • Perform other duties as assigned by the line manager/supervisor.

Qualifications and Experience

  • Bachelor's or Master's Degree in Accounting or Engineering from an accredited university.
  • Minimum of 15 years of experience in a related field, with a focus on national/international major initiatives and developments.
  • Extensive knowledge and experience in project cost management.
  • Proven experience in managing and prioritizing project costs effectively.

Required Skills and Abilities

  • Ability to present budgeting plans and requirements to senior management and government authorities.
  • Negotiation skills to secure project costs with multiple stakeholders.
  • Fluent communication in both Arabic and English.
  • Excellent verbal and written communication skills.

This full-time role is based in Al Qassim, Saudi Arabia. The position requires a candidate with a minimum of 10 years of relevant experience.
