About the Role

Parsons Corporation is seeking a Contracts Manager to join its team in Jeddah, Makkah, Saudi Arabia. This full-time role involves developing, implementing, and auditing project policies and procedures to ensure consistent application and quality. The Contracts Manager will work closely with Construction Managers and Contractors to maintain standards and ensure adherence to contract terms and conditions throughout the program.

Key Responsibilities

• Maintain effective working relationships with Design, Construction, Engineering, Procurement, and Legal Management to facilitate organizational interfaces.
• Supervise the site measurement team and manage monthly valuations.
• Agree on valuations and methods of reimbursement with Construction Manager and Contractor representatives.
• Set up and manage site valuation procedures, liaising and coordinating agreement on valuations with Construction Managers and Contractors.
• Manage final accounts, including preparation, submission, and agreement with the Client, Contractor, and Consultant.
• Compile and scrutinize design deliverables to ensure conformance, accuracy, and completeness of information.
• Review Bills of Quantities to assure an accurate reflection of the work.

Contractual Compliance and Claims Management

• Implement Configuration Management protocols and procedures, managing directives and variations.
• Review client requirements, assess implications, negotiate omissions or extra costs, and coordinate and report on the contractual implications of other parties engaged with the works.
• Manage all aspects of contractual claims, developing and managing procedures to recognize and identify claims as they evolve.
• Facilitate timely resolution of claims under the changes provisions where possible, and obtain legal expertise as appropriate.
• Work to avoid Contractor and Consultant claims, assessing variations in lieu of claims, recording pertinent events, and ensuring proper submission in accordance with the contract.
• Advise on the imposition of liquidated damages where applicable.
• Evaluate claims, including the compilation of effective contemporary records and preparation of submissions for Mediation and/or Arbitration on contractual matters.
• Submit documentation to company senior Contract/Legal Managers and client respective Contract/Legal Department for extra-contractual matters.

Financial and Audit Oversight

• Collaborate closely with the Budget and Planning Manager regarding inputs on actual cost and accruals, variations, and claims captured at the project level and rolled up to the program level.
• Conduct an audit-level review and provide final recommendations for all commercial documentation on projects submitted by the Contractor and Construction Manager.
• Perform detailed reviews and recommendations for all commercial documentation submitted by consultants.
• Assess the contractual implications of site decisions and optimize practical contract conditions.
• Provide the Parsons Program Manager with comprehensive reviews and analyses on contract data.

Qualifications and Experience

Candidates should possess 5 to 10 years of relevant experience in contracts management.
