About the Role

SJ Group is seeking an experienced Technical Manager – Project Management & Strategic Planning to support the management of major infrastructure programs and capital portfolios. This full-time position is based in Makkah, specifically covering Jeddah and Makkah, and combines project management operations, PMO governance, strategic planning, performance monitoring, and portfolio reporting.

Key Responsibilities

• Lead and coordinate project management operations within a PMO environment.
• Develop, review, and improve project management policies, procedures, and governance frameworks.
• Support strategic planning and the management of capital project portfolios.
• Monitor project and portfolio performance against strategic objectives, schedules, and delivery targets.
• Prepare and analyze project performance reports, KPIs, and management dashboards.
• Oversee the implementation of project management systems and Enterprise Project Management (EPM) tools.
• Coordinate project data, reporting processes, and performance monitoring across infrastructure programs.

Qualifications and Experience

• A minimum of 10 years of experience in a relevant field.
• Proven experience in project management operations and PMO governance.
• Demonstrated ability in strategic planning and capital project portfolio management.
