About Rawaj-HCM and the Role

Rawaj-HCM is seeking a Chief Executive Officer, Investment Management to lead its operations in Jeddah, Makkah, Saudi Arabia. This is a full-time position within an investment firm specializing in investment management and Shariah-compliant financing solutions. The CEO will leverage their expertise to drive growth and operational excellence.

Role Overview and Market Focus

The primary objective of this role is to capture the underserved fee-based bespoke arranging market for Shariah-compliant debt instruments, specifically RECCs and sukuk, within the SAR 30-100M ticket band. The CEO will lead all commercial, operational, regulatory, and human capital functions. This includes direct management of the Head of Arranging and operational leadership, alongside serving as the primary relationship steward for institutional investors, asset sponsors, and CMA regulatory stakeholders.

Commercial and Strategic Accountabilities

  • Lead the origination and closing of arrangement mandates.
  • Build and manage relationships with institutional investors.
  • Pitch fund allocation and arrangement opportunities to relevant parties.
  • Execute competitive positioning against market competitors such as Sukuk Capital, Tarmeez, and emerging challengers, while monitoring market intelligence.
  • Guide product and instrument design within Shariah compliance constraints, with the potential to expand beyond RECCs/sukuk as opportunities arise.

Operational Leadership and Governance

  • Oversee CMA license maintenance, progressing from a Preliminary Arranging License to a Full License.
  • Manage regulatory reporting and ensure adherence to the compliance calendar.
  • Chair both the investment committee and the credit committee.
  • Approve all transactions and make decisions regarding risk appetite.
  • Establish a robust control environment, including Standard Operating Procedures (SOPs), segregation of duties, and financial controls.
  • Manage audit and compliance functions.
  • Oversee financial planning, forecasting, and investor reporting.
  • Manage equity raise execution and maintain the capitalization table.

Team Building and Culture Development

  • Build and retain a high-performing arranging and operations team.
  • Manage all aspects of hiring, onboarding, and performance management for the team.
  • Foster a performance-driven culture within the organization.

Candidate Profile and Experience

Candidates for this Chief Executive Officer position must possess a minimum of 10 years of relevant experience in investment management or a related financial leadership capacity. The role requires proven expertise in Shariah-compliant financing solutions and a strong understanding of the regulatory landscape.
