About the Role

Jeddah Central Development Company (JCDC) is seeking a Financial Control Manager to oversee the company’s financial planning processes. This full-time role, based in Makkah (Jeddah, Makkah), involves managing annual budgeting, forecasting, and long-term financial plans for business lines. The manager will collaborate with stakeholders, monitor budget performance, and provide guidance on financial planning and budgeting to maintain efficiency and awareness.

Key Responsibilities

  • Manage the corporate financial planning process, including annual budgeting, forecasting, and long-term financial plans.
  • Collaborate with business units to establish budget targets and align financial plans with strategic objectives.
  • Monitor budget performance, analyze variances, and provide insights for financial decision-making.
  • Manage corporate cash flow forecast activities to meet liquidity needs and optimize working capital efficiency.
  • Manage the implementation of cash flow monitoring tools and processes.
  • Identify opportunities to improve cash flow generation and manage funding sources effectively.
  • Manage activities for developing financial strategies aligned with corporate objectives and growth plans.
  • Coordinate and manage all financial aspects of projects, ensuring acceptable execution and timely reporting.
  • Identify potential financial risk areas and support the implementation of risk-mitigating activities.
  • Provide advice to Project Management and other departments on financial and fiscal laws and contractual requirements.
  • Manage the preparation of reports on financing activities for the Chief Financial Officer.

Strategic Contributions and People Management

  • Participate in planning to influence long-term outcomes for business areas, including financial sustainability.
  • Provide insightful advice and recommendations to benefit the organization.
  • Ensure financial budgeting and planning reflect accurate practices and consider key financial implications.
  • Provide strategic input into change programs, specifically for the Financial Business Partnering department.
  • Manage the effective achievement of assigned objectives through leadership, performance management, and staff development.
  • Lead talent development initiatives for the assigned section, ensuring talent availability for business requirements.

Financial Performance and Continuous Improvement

  • Manage the preparation and recommendation of the sectional budget, monitoring financial performance against it.
  • Ensure all sectional activities align with approved guidelines and comply with relevant procedural/legislative requirements.
  • Lead the identification of opportunities for continuous improvement and sustainability of systems, processes, and practices.
  • Ensure timely and accurate preparation of all department reports, meeting JCDC requirements and quality standards.

Qualifications and Experience

  • A minimum of 5-10 years of relevant experience in financial control, planning, and budgeting.
  • Demonstrated comprehensive understanding of business and operating environments to inform decision-making.
  • Proven ability to establish strong relationships with key stakeholders to facilitate effective communication and decision-making.
