HSE Engineer

About the Role

MADKOUR is seeking a qualified HSE Engineer to join its team in Makkah, with operations spanning Jeddah and Makkah. This full-time role focuses on ensuring strict compliance with SEC HSE standards, Saudi regulations, and international safety practices throughout the construction, testing, and commissioning phases of energy projects. The position requires a strong on-site presence, demonstrated safety leadership, and specific experience in electrical high-voltage (HV) environments.

Key Responsibilities

• Implement and monitor the HSE Plan, ensuring alignment with SEC requirements, company policies, and Saudi regulations.
• Conduct daily site safety inspections for HV substation activities, including GIS, transformers, switchgear, cable works, and testing & commissioning.
• Ensure adherence to Permit to Work (PTW), Lockout/Tagout (LOTO), and energized work procedures.
• Deliver toolbox talks, safety inductions, and awareness sessions to site staff and subcontractors.
• Identify hazards, perform Risk Assessments & Job Safety Analysis (JSA), and verify the implementation of control measures.
• Report and investigate incidents, near misses, and unsafe acts, issuing corrective and preventive actions as required.
• Coordinate with SEC HSE representatives, consultants, and project management during audits and inspections.
• Ensure the proper use of Personal Protective Equipment (PPE) and continuous compliance with site safety rules.
• Maintain accurate HSE documentation, reports, and records.

Qualifications and Experience

• A minimum of 2-5 years of experience in a relevant HSE role.
• Proven experience in electrical high-voltage (HV) environments.
• Strong understanding of SEC HSE standards, Saudi regulations, and international safety practices.
• Experience with Permit to Work (PTW), Lockout/Tagout (LOTO), and energized work procedures.
• Ability to conduct risk assessments and job safety analyses.

Work Environment

This is a full-time position based in Makkah, Kingdom of Saudi Arabia, with responsibilities extending to projects in Jeddah. The role requires significant on-site presence and direct engagement with construction, testing, and commissioning activities within energy projects.
