About the Role

SYSTRA Arabia is seeking an accomplished Project Manager with extensive construction project management and Transport & Mobility expertise to lead the end-to-end delivery of a high-profile investment program. This full-time role, based in Makkah, focuses on the delivery of a real estate development associated with a public transport operation initiative. The position requires a strategic approach to stakeholder management, performance oversight, procurement advisory, and implementation governance, guiding multidisciplinary teams to ensure projects meet performance targets, deliver projected benefits, and are completed on time.

Key Responsibilities

• Provide comprehensive advisory leadership across the project lifecycle, encompassing design review, commercial support, and implementation monitoring for bus and Bus Rapid Transit (BRT) programs.
• Lead the development of corridor and network strategies, demand forecasting, service plans, and operational models, including fleet planning, depot strategy, and operational concepts.
• Serve as the direct interface with public authorities, operators, consultants, and community stakeholders, facilitating governance, approvals, and public communications.
• Manage program controls, including schedule, cost, risk, and quality, and establish Project Management Office (PMO) structures, Key Performance Indicators (KPIs), stage-gates, and reporting dashboards.
• Review and assure designs for road infrastructure (corridors, stations, depots), Intelligent Transportation Systems (ITS), fare collection, and priority measures, coordinating with traffic engineering, urban design, utilities, and safety teams.
• Drive operational readiness planning (ORAT), service change management, and transition to operations, including safety management systems and incident response.
• Champion user experience, accessibility, equity, and reliability through data-driven service performance management.
• Integrate sustainability and resilience outcomes, such as emissions reduction and energy efficiency, aligning with Environmental, Social, and Governance (ESG) and client policy targets.
• Mentor teams, cultivate client relationships, and identify business development opportunities, including proposals and thought leadership initiatives.

Required Qualifications and Experience

• Over 20 years of overall professional experience.
• A minimum of 15 years of relevant experience in construction management and real estate development.
• Experience in Transport and Mobility Operations & Maintenance (O&M) is considered a plus.
• Proven experience in delivering large, complex urban mobility programs in advisory or client-side roles, including PMO setup and governance.
• Demonstrated experience in greenfield implementation, bus priority measures, station/stop design interfaces, and ITS/fare systems for bus operations.
• Experience working within the Kingdom of Saudi Arabia (KSA) is mandatory.
• A Bachelor’s degree in engineering, Transport Planning, Urban Planning, or a related field is required; a Master’s degree is preferred.
• Professional accreditation such as PMP, PRINCE2, PE/CEng, or PTP/CMILT is strongly preferred.

Essential Skills and Competencies

• Strong stakeholder management skills, particularly at senior levels with elected officials, transport agencies, operators, and community groups.
• Excellent communication abilities, with the capacity to synthesize complex technical information into clear recommendations and executive reports.
• Understanding of ITS/SCADA, AVL/RTPI, AFC, and data governance principles.
• Familiarity with safety standards, accessibility guidelines, and design codes relevant to urban bus/BRT systems.
• Proficiency in MS Office suite; experience with Power BI/Tableau is required.
• Desirable exposure to Geographic Information Systems (GIS) and modeling platforms.
• Evidence of leading multidisciplinary teams and achieving outcomes within complex governance structures.
