About the Role

Qiddiya is seeking an Associate Director for its City Technology PMO & Demand Management in Riyadh. This full-time position requires over 10 years of experience and will report to the Director of Technology Governance, Architecture, Budget, ITSM Standards & PMO. The role is focused exclusively on City Technology initiatives.

Role Overview and Responsibilities

This role leads the City Technology Project Management Office (PMO), overseeing portfolio governance, delivery assurance, demand intake, stage-gate control, and operational readiness across all IT and OT technology domains within Qiddiya City Technology. The PMO ensures that technology programs and vendors deliver solutions in a controlled, auditable manner, meeting defined governance requirements for readiness, documentation, cybersecurity, and transition to support. It functions as the central control point for all City Technology projects moving into operational status.

Key responsibilities include:

  • Implementing and maintaining Delivery & Handover Governance standards, including reporting templates, stage-gate criteria, RAID log standards, dependency tracking, and baseline control requirements.
  • Ensuring compliance of delivery teams and vendors with governance controls.
  • Maintaining an integrated view of City Technology delivery progress, tracking milestones, critical path items, and cross-tower dependencies.
  • Identifying and escalating schedule slippage, scope creep, and delivery risks.
  • Governing and enforcing delivery stage gates, ensuring readiness for design completion, testing, documentation, and operational transition.
  • Owning RAID governance standards, ensuring RAID logs are complete and actionable, and facilitating issue resolution.
  • Producing standardized delivery reporting packs covering schedule health, risk exposure, dependencies, milestone achievement, vendor performance, and transition readiness.
  • Ensuring vendors comply with City Technology Delivery & Handover Governance requirements and providing performance evidence to relevant stakeholders.
  • Ensuring delivery programs align with corporate technology governance, City Technology standards, design authority requirements, and cybersecurity gating.
  • Defining acceptance criteria for project-to-operations transition, ensuring support documentation, runbooks, monitoring, SLAs, and vendor contracts are in place.
  • Validating security hardening and compliance sign-offs, coordinating CAB approvals, and confirming training completion.
  • Tracking the total technology investment portfolio, aligning with Finance for forecasting, and monitoring cost variance and earned value.
  • Engaging with Directors across City Technology towers, interfacing with Corporate PMO and Enterprise Architecture, and presenting executive updates.

Scope of Delivery

The role's scope covers delivery and handover domains including, but not limited to:

  • City Business Applications
  • City Platforms (integration/IoT/data)
  • City OT & Smart Systems technology
  • City Physical Security technology
  • City ICT infrastructure and data centers, including City IT/OT Security.

Qualifications and Experience

Candidates should possess:

  • 15+ years of experience in large-scale ICT infrastructure, smart city, or complex technology Delivery & Handover Governance / PMO / program controls roles.
  • Experience in complex multi-domain environments, including IT + OT programs, infrastructure and data centers, physical security technology delivery, and smart city platforms and integration.
  • Strong knowledge of stage-gate Delivery & Handover Governance, RAID management, dependency management, and reporting/executive governance packs.
  • Strong stakeholder management and escalation skills.
  • A Bachelor's degree in Engineering, IT, Computer Science, or a related field; a Master's degree is preferred.
  • Experience managing IT + OT delivery environments is preferred.
  • Strong experience in governance-heavy or giga-project environments.
  • PMP or equivalent certification is required.
  • Agile/Scrum or SAFe certification is preferred.
  • ITIL knowledge is required.
  • Strong financial governance and executive reporting capabilities.

Key Interfaces

Internal interfaces include the Director of City Technology Governance & Architecture, Tower Directors, City ITSM governance and assurance, Director of City Technology Operations, and Finance/budgeting governance stakeholders. External interfaces include Systems Integrators, delivery contractors, OEMs, and managed service providers.
