About the Role

Dar Al Riyadh is seeking a Control and Performance Management Expert to join their team in Riyadh, Saudi Arabia. This full-time role is central to developing and maintaining robust performance management frameworks that align with strategic and operational objectives for various programs.

Key Responsibilities

  • Develop and maintain a comprehensive performance management framework aligned with program objectives.
  • Define, review, and monitor key performance indicators (KPIs) for dam operations, maintenance, asset reliability, safety, quality, and contractor performance.
  • Measure actual performance against approved KPIs, service-level agreements, contractual requirements, and agreed targets.
  • Analyze operational data, performance trends, recurring issues, and deviations from planned results.
  • Prepare performance dashboards, scorecards, and management reports highlighting achievements, risks, gaps, and required decisions.
  • Recommend corrective and preventive actions to address performance deficiencies and maintain corrective-action registers, monitoring actions through to verified closure.
  • Develop performance-control policies, procedures, reporting templates, and data-validation methods.
  • Review the quality, accuracy, completeness, and consistency of performance information submitted by contractors and project teams.
  • Evaluate contractor and consultant performance against contractual obligations and service-level requirements.
  • Support the development of performance incentives, service credits, and other contractual performance mechanisms where applicable.
  • Coordinate performance reviews with operations, maintenance, engineering, planning, contracts, safety, quality, and risk-management teams.
  • Facilitate periodic performance-review meetings and follow up on decisions and improvement actions.
  • Identify opportunities to automate performance monitoring and introduce relevant digital tools and technologies.
  • Benchmark program performance against recognized industry standards and international good practices.
  • Prepare clear daily, weekly, monthly, annual, and technical reports as required.
  • Present performance findings, recommendations, and areas requiring management intervention.
  • Coordinate with government stakeholders, consultants, contractors, and multidisciplinary teams.

Qualifications and Experience

  • A minimum of 10 years of experience in a relevant field.

Work Environment and Compliance

The role may require attending meetings and undertaking site visits anywhere in Saudi Arabia when required. The expert must comply with Saudi laws, applicable codes, client procedures, quality requirements, and occupational health and safety obligations.
