The Role

T&S is seeking an experienced Data Management Manager for a full-time position in Riyadh, Saudi Arabia. This role involves leading data management and governance engagements, combining strong consulting capabilities with hands-on technical depth. The manager will lead end-to-end data management and governance projects, from client engagement and strategy through solution design and technical delivery, ensuring alignment with National Data Management Office (NDMO) standards and Personal Data Protection Law (PDPL) requirements.

Key Responsibilities

  • Lead the planning, delivery, and quality assurance of data management and governance projects, from proposal and scoping through implementation and handover.
  • Act as the primary client-facing consultant, running workshops, advising stakeholders, and shaping data governance strategies and roadmaps.
  • Manage and mentor a team of consultants and technical specialists, assigning workstreams and reviewing deliverables.
  • Oversee data quality programs, including profiling, rule design, scorecards, and ongoing monitoring to ensure data accuracy and reliability.
  • Oversee the build-out and maintenance of data catalogs and metadata management, ensuring data assets are discoverable, well-documented, and properly classified.
  • Lead reference and master data management (RDM/MDM) initiatives, including golden record design, data standards, matching/survivorship rules, and stewardship processes.
  • Own alignment of client data management programs with National Data Management Office (NDMO) standards and controls.
  • Lead client engagements toward achieving and sustaining compliance with the National Data Index (NDI), mapping capabilities to relevant NDMO domains.
  • Guide the implementation of data classification and governance rules that meet NDMO and PDPL requirements across Saudi government and enterprise clients.
  • Lead or contribute to NDMO maturity assessments, producing governance artifacts and evidence of control implementation.
  • Manage relationships with data stewards, data architects, business analysts, and client executives to align requirements and expectations.
  • Review and approve technical documentation, including data quality rules, catalog/metadata standards, and MDM data models.
  • Identify opportunities to expand engagements and contribute to proposals, business development, and practice growth.

Required Qualifications

  • Degree in Computer Science, Information Technology, or a related field.
  • 8+ years of experience in data management, data governance, or data quality, with demonstrated experience leading projects or teams.
  • Proven track record spanning both consulting (client-facing, advisory, strategy) and technical delivery.
  • Hands-on exposure to data quality, data cataloging, or master/reference data management.
  • Strong communication and stakeholder management skills, in English and Arabic.

Preferred Skills and Certifications

  • Familiarity with National Data Management Office (NDMO) standards and the National Data Index (NDI).
  • Working knowledge of PDPL and its implications for data classification and governance.
  • Experience with data management/governance platforms and tools.
  • Certified Data Management Professional (CDMP) or DAMA Certified Data Management Professional, or equivalent data governance certification.
