About Qiddiya and the Role

Qiddiya Investment Company is a Saudi holding and development entity spearheading significant investments in entertainment, sports, and culture, including the creation of Qiddiya City and its associated destination offerings. As the organization continues to build and operate complex destination environments in Riyadh, strong governance, risk, and control practices are essential. This full-time role, based in Riyadh Province, is pivotal in ensuring sound decisions, compliant operations, and resilient performance across critical functions.

Role Overview and Impact

As the Director - Governance, Risk, and Control Lead, you will be central to shaping the frameworks and oversight required to support City Operations in a structured, effective, and forward-looking manner. This position offers the opportunity to work across a broad operational landscape, partnering with central functions and senior stakeholders to strengthen governance, proactively manage risk, and support business continuity readiness within a high-impact environment. You will define how City Operations operates with clarity, accountability, and resilience, providing leadership across governance, risk, controls, and business continuity.

Key Responsibilities

  • Lead governance, risk, controls, and business continuity across City Operations to support clear decision-making, compliant operations, effective controls, and proactive risk management.
  • Manage City Operations committees and governance meetings, including coordination, agenda preparation, minutes documentation, action tracking, and organization of related records and follow-ups.
  • Establish and maintain the City Operations governance framework, including governance forums, decision rights, escalation routes, and reporting requirements.
  • Develop and oversee standards and controls to ensure City Operations functions operate in line with company policies, delegations, and compliance requirements.
  • Manage the City Operations risk management process, including risk identification, assessment, mitigation tracking, reporting, and escalation.
  • Support business continuity planning and playbook development, including continuity requirements, recovery plans, coordination protocols, readiness activities, and periodic reviews across City Operations functions.
  • Coordinate with central functions on governance, risk, compliance, controls, audit, and business continuity requirements.
  • Monitor implementation of controls and support resolution of gaps and audit findings.
  • Provide leadership reporting on key risks, gaps, governance actions, and business continuity readiness.

Candidate Profile and Experience

  • A minimum of 12 years of relevant experience spanning governance, risk management, internal controls, compliance, and audit.
  • Strong understanding of governance frameworks, delegations of authority, control environments, and compliance requirements.
  • Demonstrated experience managing risk registers, mitigation plans, control actions, and issue escalation.
  • Experience developing or implementing business continuity plans, recovery requirements, or operational resilience frameworks.
  • Proficiency with enterprise risk management frameworks, internal control frameworks, business continuity standards, or operational resilience frameworks.
  • Experience collaborating across operations, finance, legal, risk, audit, and central corporate functions, with the ability to present to and influence executive leadership or heads of central functions.
  • Experience in large-scale real estate development, destination or city operations, or other complex multi-stakeholder environments is considered a plus.

The ideal candidate will possess strong leadership and organizational skills, coupled with a deep analytical capability to establish and maintain robust governance, risk, and control frameworks. Effective communication and the ability to influence senior stakeholders are crucial for coordinating across diverse functions and driving compliance. A proactive approach to identifying and mitigating risks, alongside strategic planning for business continuity, will be key to success in this role.
