About the Role

Saudi Entertainment Ventures | SEVEN is seeking an Executive Director Commercial Planning and Project Controls to lead the Commercial, Planning, and Project Controls (CP&P) function within its Projects Department. This full-time position is based in Riyadh, Saudi Arabia, and involves overseeing a team of over 50 professionals.

The role holder is responsible for ensuring excellence in global portfolio execution across the entire Projects Lifecycle, from master planning through to asset handover, in line with internal business targets. This position serves as the executive lead for all CP&P activities, focusing on strong governance, financial control, strategic planning, stakeholder alignment, and organizational performance across the project portfolio.

Key Responsibilities

  • Develop and implement the CP&P strategy and business plans aligned with organizational strategic objectives.
  • Establish and execute CP&P objectives and scorecards in line with business goals to support overall organizational performance.
  • Represent SEVEN with local and international partners, ventures, and enterprises to build and maintain strong stakeholder relationships.
  • Lead the corporate budgeting process for Projects, ensuring timely submission in compliance with budgeting policies.
  • Oversee budget utilization across CP&P functions to ensure spending remains within approved allocations.
  • Develop and maintain CP&P policies, procedures, and controls to drive operational excellence and ensure adherence to governance requirements.
  • Lead performance management and evaluation processes, managing and developing Directors and senior leaders within the function.
  • Coach, mentor, and develop talent to achieve departmental and organizational goals, fostering employee engagement and continuous improvement.

Functional Accountabilities

  • Lead all pre-contract cost estimating, cost planning, and benchmarking activities, including participation in commercial review processes for tenders.
  • Oversee project cost control across the portfolio and report risks, challenges, and opportunities to executive management.
  • Lead monthly project reporting, project reviews, results consolidation, and manage cash flow forecasting.
  • Conduct scenario analysis and provide strategic recommendations to support decision-making.
  • Lead Change Management as a member of the Change Committee and oversee the Claims Management function.
  • Act as the escalation point for major commercial issues related to PMCs and CMCs.
  • Ensure implementation and compliance of commercial processes and procedures, leading internal and external commercial audits.
  • Oversee the review and validation of contractor quantities, supplier invoices, subcontractor claims, and project expenditures.
  • Direct planning and cost-control support across projects, monitoring milestones, variations, and payment validations.
  • Lead the development and ongoing update of business plans throughout the project lifecycle, from design stages through delivery.
  • Prepare and oversee schedule-related reporting, including periodic reporting, Extension of Time (EOT) analysis, and progress reviews.

Qualifications and Experience

  • Bachelor's degree in Quantity Surveying.
  • A Master's degree in Finance, Accounting, or an equivalent field is preferred.
  • A minimum of 10 years of experience in Commercial, Project Planning, and Cost Control.
  • Experience across multiple sectors (government, private, semi-government) is preferred.

Work Environment and Team Leadership

This full-time leadership role is based in Riyadh, Saudi Arabia, and requires collaboration with Project delivery teams and Development stakeholders. The Executive Director will lead and develop a substantial team of professionals, fostering a culture of continuous improvement and engagement to achieve departmental and organizational goals within a dynamic project environment.
