Role Overview

Forum International Management Consulting is seeking a Head of Systems Vice President for its Riyadh branch in Saudi Arabia. This full-time position is responsible for overseeing the effective delivery and maintenance of all IT systems and infrastructure, ensuring smooth daily operations, adherence to internal control standards, and full regulatory compliance within the Riyadh branch.

Key Responsibilities

• Oversee the effective delivery and maintenance of all IT systems and infrastructure for the Riyadh Branch, ensuring smooth daily operations and documentation according to internal control standards.
• Act as the local system owner for critical Saudi regulatory systems such as SARIE and Tantfeeth platforms, ensuring service availability, incident governance, vendor coordination, and full regulatory compliance.
• Provide governance oversight for infrastructure services, including end-user computing, data centre operations (local and regional), server management, network appliances, voice recorders, and various devices.
• Lead incident management processes by classifying incidents, coordinating resolution efforts, conducting root cause analysis, and representing the branch in post-incident reviews or audits.
• Implement information security controls locally under the guidance of regional/global CISO functions, coordinate mandatory training, and act as a local coordinator during security incidents.
• Serve as the Data Protection Business Process Owner (BPO) for the Systems Department, ensuring business processes comply with data protection policies, maintaining process registers, and coordinating Data Protection Impact Assessments (DPIAs).
• Maintain up-to-date disaster recovery plans aligned with Business Continuity Management (BCM) programmes and coordinate annual DR exercises with global technology teams, vendors, and the BCM Manager.
• Manage relationships with local technology vendors by overseeing contracts, performance reviews, and audit readiness, while supporting procurement and licensing compliance.
• Line manage the Riyadh Systems team by setting objectives, conducting performance reviews, identifying training needs, promoting skills development, and fostering collaboration across MENA & EMEA technology teams.
• Represent the organization at relevant external functions, develop links with peer banks to share best practices, and support audits by providing timely documentation, evidence, and responses.

Regulatory Compliance and System Ownership

A primary function of this role is to serve as the local system owner for critical Saudi regulatory platforms, including SARIE and Tantfeeth. This involves ensuring their continuous service availability, effective incident governance, and strict adherence to all regulatory compliance requirements. The position is also responsible for evidencing compliance with SAMA Cyber Security Framework controls and ensuring all IT operations are meticulously documented according to internal control standards.

Infrastructure and Information Security Governance

The Head of Systems Vice President provides comprehensive governance oversight across a broad spectrum of infrastructure services. This encompasses end-user computing, local and regional data centre operations, server management, network appliances, voice recorders, and all associated desktops, laptops, tablets, and mobile devices. Additionally, the role is crucial for implementing local information security controls under the guidance of regional/global CISO functions, acting as a local coordinator during security incidents, and ensuring accurate KPI/KRI reporting for all managed services.

Team Leadership and Vendor Management

This leadership position involves line managing the Riyadh Systems team, which includes setting objectives, conducting performance reviews, identifying training needs, and promoting skills development. The role also fosters collaboration across MENA and EMEA technology teams. Furthermore, the Head of Systems Vice President is responsible for managing relationships with local technology vendors, overseeing contracts, performance reviews, and audit readiness, while also supporting procurement and licensing compliance and contributing input to regional budgeting and investment requests.

Candidate Profile

The ideal candidate will possess over 10 years of relevant experience in IT systems and infrastructure management, particularly within a regulatory-heavy environment. Demonstrated expertise in leading teams, managing critical systems, ensuring regulatory compliance, and overseeing information security frameworks is essential. The role requires a professional capable of representing the organization externally and fostering best practices within the industry.
