HSE Officer Data Center Construction

About the Role

Double Marks is seeking an experienced HSE Officer to join their team in Riyadh. This full-time, site-based role is critical for a major data center construction project, focusing on the safe execution of civil, structural, and subsequent fit-out activities from mobilization through project completion. The position requires a hands-on approach to ensuring compliance with health, safety, and environmental standards.

Key Responsibilities

• Conduct daily site HSE inspections to ensure adherence to project HSE requirements.
• Lead toolbox talks, safety inductions, and workforce training sessions.
• Implement and monitor Permit to Work (PTW), Risk Assessment Method Statements (RAMS), Job Safety Analysis/Job Hazard Analysis (JSA/JHA), and site safety procedures.
• Oversee activities including excavation, rebar, formwork, concrete works, scaffolding, lifting operations, work at height, and heavy equipment.
• Identify unsafe conditions or acts and ensure timely corrective actions are implemented.
• Participate in incident and near-miss investigations and prepare detailed reports.
• Maintain comprehensive HSE records, inspection reports, checklists, and provide weekly/monthly reporting.
• Coordinate effectively with construction teams, subcontractors, and the Main Contractor's HSE team.
• Support emergency preparedness and overall site HSE compliance across all construction phases.

Qualifications and Experience

• Minimum of 5 years of construction HSE experience, with a preference for experience in Saudi Arabia or the GCC region.
• Strong experience in civil and structural construction activities is required.
• Good knowledge of Saudi HSE requirements and general construction safety practices.
• Solid understanding of PTW, RAMS/JSA, lifting operations, excavation safety, work-at-height procedures, and temporary works safety.
• Proficiency in English communication and reporting skills.
• Experience with data center or mission-critical projects is considered an advantage.
• Candidates currently based in Saudi Arabia with a transferable Iqama are preferred.
• Preference will be given to candidates who can join immediately or on short notice.

Work Environment

This role is based on-site in Riyadh, focusing on a large-scale data center construction project. The HSE Officer will work closely with various construction teams, subcontractors, and the Main Contractor's HSE personnel to maintain a safe working environment throughout all project phases.
