About the Role

AtkinsRéalis is seeking a specialized Health, Safety, and Environment (HSEW) Manager to join their team in Riyadh, Saudi Arabia. This field role is crucial for ensuring all site operations comply with regulatory safety standards, legal regulations, environmental requirements, and industry best practices. The HSEW Manager will play a key role in developing, implementing, and monitoring comprehensive Health, Safety, and Environment (HSE) policies and programs to foster a safe working environment and minimize risks across the project site.

This position offers a full-time employment opportunity within a dynamic and large-scale project environment. You will be pivotal in collaborating with mega-project stakeholders and other parties to align HSE expectations, requirements, and best practices, ensuring the protection of individuals and the successful execution of the project.

Key Tasks and Responsibilities

  • Actively collaborate with mega-project stakeholders and others to align HSE expectations, requirements, and best practices on projects.
  • Assess contractors' performance in Safety, Health, and Environment (SH&E) areas, their plans, and culture to ensure consistency with risk management practices and the organization's core values.
  • Ensure full compliance with local, international, and project-specific HSE regulations, standards, and best practices.
  • Manage the project's HSE arrangements in accordance with AtkinsRéalis's Management System requirements to ensure the protection of individuals.
  • Communicate with client representatives and third parties regarding safety performance, inspections, and reporting.
  • Guide and train field staff and subcontractors to enhance their understanding and application of HSE practices.
  • Promote a proactive safety culture through engagement, communication, and leading by example.
  • Coordinate HSE efforts across multiple contractors and subcontractors to ensure unified compliance and consistent standards.
  • Manage HSE engineers to ensure they monitor the implementation of health and safety arrangements at the project site level, in accordance with legal and AtkinsRéalis's mega-project and regional requirements.
  • Develop and deliver HSE training to AtkinsRéalis personnel, including induction programs and safe work practices.
  • Review and approve contractors' HSE plans, risk assessments, and method statements in accordance with legal and client requirements before work commencement.
  • Plan daily morning site visits across project sites to ensure health and safety measures are in place before work begins.
  • Ensure continuous HSE coverage for 24/7 operations on the project and maintain punctuality in daily activities.
  • Conduct weekly and monthly HSE joint inspections with HSE engineers and contractor personnel (HSE and Construction Management) and ensure all corrective/preventive actions are closed out.
  • Supervise the emergency response team and first aid personnel in providing services during emergencies and for professionally injured or ill individuals.
  • Organize HSE meetings with mega-projects, AtkinsRéalis project personnel, and contractors.
  • Organize and prepare weekly senior leadership site walks with mega-projects, AtkinsRéalis project personnel, and contractors.
  • Ensure HSE engineers follow up on contractor incident investigation reports, ensuring corrective actions are identified and closed out to prevent recurrence, and providing necessary technical guidance for accident prevention.
  • Prepare and review audit reports, inspection reports, and occupational health and safety statistics.
  • Audit projects, programs, and their work sites against regional and mega-project standards, and submit written audit reports.
  • Manage and analyze HSE statistics and KPIs to support continuous monitoring and improvement.
  • Conduct trend analyses on audit findings, inspection results, and incident reports, and create and submit regular analysis reports.

Qualifications and Requirements

  • Bachelor's or Master's degree in Safety, Science, or Engineering.
  • A qualification equivalent to Level 06 (*, NEBOSH International/National Diploma, NVQ, British Safety Council qualifications).
  • Membership in a recognized professional body such as IOSH, IIRSM, SocEnv, CSP, or CRSP.
  • Minimum of 15 years of HSE experience within the construction sector.
  • Minimum of 5 years of experience in an HSE management role, particularly in the Middle East, specifically Saudi Arabia, working closely with multiple leadership levels.
