About the Role

Tarshid, the National Energy Services Company established by the Public Investment Fund, is seeking an IT Network Security Lead to join its team in Riyadh. This full-time position is integral to Tarshid's mission of catalyzing energy efficiency development and building a sustainable future for Saudi Arabia through impactful energy efficiency projects.

Role Overview and Responsibilities

The IT Network Security Lead will be responsible for overseeing Tarshid's network and network security domain, with a focus on design, governance, Service Level Agreement (SLA) monitoring, and continuous improvement. This role ensures that the managed service partner delivers high-quality operations while aligning with business objectives, security standards, and cost efficiency. The position primarily involves oversight of vendor performance, design decisions, and strategic network initiatives, rather than direct day-to-day network operations.

  • Define and maintain the network architecture roadmap in alignment with business and security requirements.
  • Review and approve high-level network designs, architecture changes, and capacity planning.
  • Ensure compliance with organizational policies, regulatory standards, and best practices.
  • Lead continuous improvement initiatives to enhance network performance, resilience, and security posture.
  • Act as the primary point of contact for the managed service provider regarding network services.
  • Monitor and enforce vendor SLAs, ensuring timely reporting and escalation of issues.
  • Conduct regular vendor performance reviews, tracking KPIs and improvement plans.
  • Validate vendor resource allocation and skills meet organizational requirements.
  • Ensure proper implementation of security controls and patches across network infrastructure.
  • Oversee change management processes for network and security-related modifications.
  • Provide technical oversight and step in to operate and troubleshoot complex enterprise network components (LAN, WAN, SD-WAN, VPN, firewalls, WAF, Proxy) when needed.
  • Support managed service engineers in resolving high-severity incidents and escalations.
  • Validate incident root cause analysis and corrective actions from the vendor.
  • Collaborate with IT security, cloud, and application teams to ensure secure and efficient connectivity.
  • Support IT leadership in budgeting, planning, and network-related investment decisions.
  • Educate and enable internal stakeholders on network capabilities, security implications, and best practices.
  • Liaise with compliance and audit teams for network-related assessments.

Qualifications and Experience

Candidates should possess the following qualifications:

  • A minimum of 5 years of experience in IT Network and Network Security, with a preference for experience within the Energy industry.
  • Expert knowledge of IT infrastructure and Security best practices, procedures, and standards.
  • Strong knowledge of enterprise network architecture, including LAN/WAN, SD-WAN, VPN, and firewall technologies.
  • Familiarity with major network vendors such as Cisco, Fortinet, and Palo Alto, as well as network monitoring tools.
  • Understanding of cloud networking concepts (Azure, AWS, Oracle Cloud) and hybrid connectivity models.
  • Proven track record in managing outsourced IT services and vendor relationships.
  • Experience in SLA management, change governance, and service delivery oversight.
  • Ability to conduct design reviews and ensure adherence to architectural principles.
