About the Role

Riyadh Cement Company is seeking an experienced IT Infrastructure, Operations & Cybersecurity Manager to lead its IT operations and infrastructure environment. This full-time position, based in Riyadh, Saudi Arabia, requires a professional with 5-10 years of experience to ensure secure, stable, and high-performing IT services while driving operational discipline, resilience, and continuous improvement.

Core Responsibilities

The IT Infrastructure, Operations & Cybersecurity Manager will oversee and manage the organization's IT infrastructure and platforms, including data centers, cloud and hybrid environments, networks, servers, storage, and backup systems. A key focus will be on ensuring high availability, scalability, and performance, alongside managing the infrastructure lifecycle. The role also involves leading IT operations aligned with ITIL/ITSM practices, such as incident, problem, and change management, and enforcing structured execution through standard operating procedures and runbooks. Performance monitoring using KPIs like system availability (≥ *** and MTTR, and transitioning from reactive support to proactive operations are also integral.

Cybersecurity and Business Continuity

This position is responsible for managing day-to-day cybersecurity operations, including Identity and Access Management (IAM), vulnerability management, security monitoring, incident response coordination, and endpoint/infrastructure security. The goal is to ensure effective protection against cyber threats while maintaining business continuity. Furthermore, the role involves developing and maintaining disaster recovery plans, backup and restore strategies, conducting periodic DR testing, and ensuring the resilience of critical business systems, including ERP platforms.

Project Delivery and Team Leadership

The manager will lead infrastructure and security-related projects, ensuring their smooth transition into operations. This includes managing vendors and service providers such as cloud providers, telecom partners, and managed services (*, SOC), ensuring SLA compliance and alignment with enterprise standards. Additionally, the role involves leading and developing the IT infrastructure, operations, and security team, promoting accountability, knowledge sharing, and operational discipline, and ensuring proper documentation to eliminate single points of failure.

Qualifications and Experience

Candidates should possess 12-15 years of experience in IT Infrastructure, Operations, or Cybersecurity, with a minimum of 5 years in a managerial role. Strong experience in hybrid IT environments (on-premise and cloud) is required, along with hands-on knowledge of ITIL practices and enterprise IT operations. Experience in cybersecurity operations and tools is also essential.

Skills and Preferred Qualifications

Key skills for this role include strong leadership and decision-making capabilities, a structured and process-driven mindset, and excellent problem-solving and incident management skills. The ability to balance security, performance, and business needs is crucial. Preferred qualifications include ITIL v4 certification, Azure certifications, and experience in manufacturing or industrial environments.
