About the Role

Bupa Arabia is seeking a Manager HR Business Partner to join their team in Riyadh, Saudi Arabia. This full-time role is responsible for ensuring continuous workforce compliance, regulatory readiness, and Human Resources governance across Bupa Clinics (ICC). The HR Representative acts as the official on-site Human Resources representative, maintaining compliance with various regulatory and internal standards.

Key Responsibilities

  • Act as the official HR representative during Ministry of Health, CBAHI, Civil Defense, and other governmental inspections, ensuring all workforce documentation is available.
  • Establish and maintain effective working relationships with external regulatory bodies to facilitate inspections and licensing activities.
  • Coordinate the timely implementation and closure of workforce-related observations and corrective actions from inspections and audits.
  • Monitor changes in healthcare regulations, labor legislation, and accreditation requirements, ensuring timely implementation within the clinic.
  • Maintain continuous regulatory readiness through periodic workforce compliance reviews and ensuring employee records are inspection-ready.
  • Prepare executive compliance reports and provide updates to clinic leadership on regulatory risks and compliance status.
  • Maintain accurate and up-to-date personnel files in accordance with Ministry of Health and CBAHI standards.
  • Monitor the validity of professional licenses, Saudi Commission registrations, work permits, and other mandatory credentials, ensuring timely renewal.
  • Coordinate Primary Source Verification (PSV), employment documentation, and Saudization requirements with Corporate HR and government authorities.
  • Support organizational workforce planning, manpower forecasting, onboarding schedules, and staffing readiness.
  • Provide HR consultation and guidance to managers and employees on HR policies, employee relations, disciplinary actions, and attendance management.
  • Serve as a permanent member of the Clinical Credentialing and Privileging Committee, ensuring HR participation in decisions related to healthcare professionals.
  • Coordinate the preparation, review, and verification of credentialing and privileging documentation.
  • Maintain records of committee decisions, scope of practice approvals, and recredentialing activities.
  • Ensure completion and documentation of all mandatory training programs, including infection prevention, fire safety, and BLS.
  • Collaborate with Quality, Infection Prevention, Nursing, and Medical Leadership to identify competency gaps and develop training plans.
  • Monitor compliance with CBAHI workforce standards by maintaining evidence of employee qualifications and competency assessments.
  • Foster a positive work environment by supporting employee engagement initiatives, recognition programs, and wellbeing activities.
  • Manage employee relations matters, providing guidance on workplace concerns, conflict resolution, and performance improvement plans.
  • Coordinate annual performance management activities, probation evaluations, and career development initiatives.
  • Support organizational change initiatives by facilitating communication and implementation of new HR programs.
  • Monitor workforce indicators such as turnover, absenteeism, and engagement, recommending improvement initiatives.
  • Support operational excellence initiatives and continuous improvement projects.
  • Develop workforce compliance dashboards and management reports to monitor regulatory compliance and operational risks.
  • Participate in operational planning meetings and governance committees to integrate HR considerations into business decisions.
  • Identify workforce-related risks proactively and recommend mitigation strategies to protect business continuity and patient safety.

Qualifications and Experience

  • 5-10 years of relevant experience.

Work Environment

This is a full-time position based in Riyadh, Riyadh, Saudi Arabia, focusing on supporting Bupa Clinics (ICC).
