About the Role

Bechtel Corporation is seeking a Permits Licensing and Approvals Manager for a full-time position in Riyadh. This role is integral to the development of the King Salman International Airport (KSIA) project, a significant undertaking by Saudi Arabian Bechtel Company to provide project management consultancy services.

Role Overview and Context

The Permits Licensing and Approvals Manager, also referred to as the Land Allocation Manager, will lead the site-wide permitting and land allocation functions for the King Salman International Airport (KSIA) under the Site Wide Logistics (SWL) framework. The primary focus of this position is on governance, process management, interface coordination, and providing advisory support related to land use and logistics permits within common-use areas.

Key Responsibilities

• Establish and implement the Site Wide Logistics permitting and land allocation framework, including policies, procedures, approval workflows, and control mechanisms that align with KSIADC requirements.
• Lead the site-wide land allocation permit process for logistics-related activities, including the review and approval or recommendation of permits, amendments, and extensions.
• Serve as the primary liaison with KSIADC, Delivery Partners, and RAC on matters concerning permit-related land use and access, providing support for structured escalation of conflicts when necessary.
• Monitor permit status, identify constraints, risks, and potential delays, and coordinate mitigation actions with all relevant stakeholders.
• Maintain accurate permit records and documentation, and prepare consolidated status reports and advisory updates for SWL leadership and senior stakeholders.

Qualifications and Experience

Candidates should possess a Bachelor's degree (or its international equivalent) and have 8-10 years of relevant experience. Alternatively, 12-14 years of directly relevant work experience will be considered. A strong background in permits, land allocation, logistics governance, or interface management is required.
