About the Role

Ebttikar Technology Company is seeking an experienced Pre Sales Consultant to join our team in Riyadh, Saudi Arabia. This full-time role requires 5-10 years of experience and focuses on evaluating tenders and developing high-quality technical proposals for services-based RFPs across government and enterprise sectors. The consultant will be instrumental in securing new business by crafting compelling and compliant bid responses.

Key Responsibilities

• Evaluate and analyze RFPs, RFQs, and tender documents, particularly those on the Etimad platform, to determine technical requirements, scope, and bid feasibility.
• Prepare complete and compelling technical proposals for services RFPs, including managed services, operation & maintenance, and professional services.
• Develop solution methodologies, work plans, project timelines, and technical write-ups that align with client requirements.
• Coordinate with solution engineers, bidding, and GRC teams to gather necessary pricing, CVs, past experience, and compliance documents.
• Ensure all proposals meet mandatory qualification requirements, including classifications, certifications, and accreditations.
• Review and standardize proposals for quality, consistency, and error-free delivery prior to submission.
• Maintain and contribute to a library of reusable proposal templates and solution content.
• Track submission deadlines and provide support for the bid submission process on the Etimad platform.
• Analyze win/loss outcomes to contribute to the continuous improvement of proposal quality.

Required Qualifications

• Proven experience in presales, technical proposal writing, or bid management within the Saudi IT market.
• Hands-on experience evaluating RFPs and responding to services tenders.
• Strong familiarity with the Etimad platform and Saudi government procurement processes.
• ITIL Foundation Certified.
• Excellent command of Microsoft Word, PowerPoint, and Excel.

Preferred Skills and Experience

• Background in IT services, managed services, and digital transformation.
• Experience in Operation is preferred.
• Understanding of government classifications (CITC and others), certifications (ISO), and Saudization/local content requirements.
• Experience with CRM systems, preferably Microsoft Dynamics, for opportunity tracking.
• Familiarity with AI tools to accelerate proposal preparation.
• Strong technical writing skills with attention to detail and consistency.
• Ability to manage multiple bids simultaneously under tight deadlines.
