About the Role

Bechtel Corporation is seeking a Procurement Manager for the Expo 2030 Riyadh project. This full-time role involves managing and executing all aspects of contract formation, tendering, award, and administration for moderately complex contract packages. The position requires a strong understanding of procurement processes within major infrastructure projects and accountability for delivering work products that meet project milestones, quality, and safety standards.

Project Context

Expo 2030 Riyadh is a global initiative focused on sustainable development, innovation, and transformative thinking. Bechtel is responsible for managing the infrastructure program for this event, encompassing early works, utilities, and publicly accessible spaces. The project's master plan is designed to align with international sustainability standards.

Key Responsibilities

The Procurement Manager will oversee and perform all activities related to contract management, including:

  • Ensuring work products are delivered to achieve project milestones.
  • Coordinating effectively with Project Management, other Departments, and the Client.
  • Resolving change events, claims, and disputes, engaging Legal counsel as necessary.
  • Managing commercial matters to resolution, defining strategy and actions.
  • Reporting to and receiving guidance from the Senior Subcontracts Administrator/Contracts Manager.

Pre-Award Activities

  • Developing and issuing contracts and services agreements.
  • Forming Request for Tender (RFT) packages and distributing them to approved bidders.
  • Preparing Evaluation Criteria for approval by the Project Team and Owner.
  • Assisting tenderers with inquiries and providing responses.
  • Managing commercial evaluations and preparing Commercial Bid Summaries.
  • Recommending and supporting Owner's Nominated representatives in obtaining approvals.
  • Preparing contract documents for execution with Customer’s Legal Advisors.
  • Organizing tenderer meetings and workshops, including bid clarification and pre-award sessions.
  • Conducting meetings and preparing minutes that detail important statements, actions, and schedules.

Post-Award Activities

  • Implementing Contract & Commercial Management Procedures for contract administration.
  • Reviewing contract general terms and conditions to identify risks, ambiguities, conflicts, or deviations.
  • Collaborating with other Project Team members to identify potential contract changes or claims and provide recommendations.
  • Identifying and resolving contract claims as they arise, engaging the corporate legal department when necessary.
  • Obtaining all contract deliverables for timely work handover and contract close-out.

Qualifications and Experience

This role requires a bachelor's degree (or international equivalent) and 5-10 years of relevant work experience.

Required Knowledge and Skills

  • Experience and training in pricing, contract law, contract drafting, administration, and negotiation of change orders.
  • Proficiency in effective correspondence, planning, and scheduling.
  • Thorough knowledge in the formation and administration of major infrastructure projects.
  • Extensive knowledge of contract management and negotiations, gained through education or experience.
  • Understanding of when to engage legal counsel.
  • Working knowledge of engineering/construction industry contracting practices, applicable government and commercial regulations, and Bechtel policies and procedures.
  • Skill in effective oral and written communication with other project functional groups.
