OSUS is seeking a Procurement Manager to join its team in Riyadh. The company, established in 2006, is a real estate developer focused on commercial, residential, and mixed-use projects. Role Overview

The Procurement Manager will be responsible for overseeing and executing procurement activities for projects. This role involves close coordination with various internal departments and external stakeholders to ensure timely and cost-effective acquisition of goods and services. The position is full-time and based in Riyadh.

Key Responsibilities

• Prepare and implement procurement plans aligned with project timelines and technical requirements.
• Review tender documents, including scopes of work, Bills of Quantities (BOQs), specifications, and drawings, for completeness prior to market engagement.
• Manage the Request for Quotation (RFQ) and Request for Proposal (RFP) processes, including bidder clarifications, technical evaluation coordination, and commercial comparison preparation.
• Negotiate pricing, payment terms, delivery schedules, warranties, and other commercial conditions with suppliers and contractors.
• Develop and maintain an approved list of vendors and contractors.
• Collaborate with Projects, Development, Design, Technical Office, Finance, and Legal departments on scope, budget, and contractual matters.
• Monitor procurement status, lead times, material approvals, risks, variations, and supplier/contractor performance.
• Ensure all procurement activities comply with OSUS policies, the approval matrix, documentation standards, and audit requirements.

Qualifications and Experience

• Bachelor’s degree in Civil Engineering, Architecture, Construction Management, Mechanical/Electrical Engineering, or a related field.
• A minimum of 5 to 10 years of procurement experience, specifically within construction or real estate projects.
• Proficiency in understanding BOQs, specifications, drawings, and construction packages.
• Demonstrated experience in tendering, bid analysis, negotiation, supplier prequalification, and contract award processes.
• Knowledge of the Saudi market, including local suppliers, contractors, material lead times, and commercial practices, is preferred.
