RFP Proposal & Solutioning Specialist

About the Role

Sharp Innovations Company for Information Technology is seeking an RFP Proposal & Solutioning Specialist to join its team in Riyadh, Saudi Arabia. This full-time role requires 2-5 years of experience and involves managing the complete proposal lifecycle for opportunities across government, semi-government, and private sectors. The specialist will be responsible for all stages, from initial RFP analysis and bid qualification through solution development, pricing, submission, clarification, and contract handover.

Key Responsibilities

• Review and analyze RFPs, RFQs, tenders, and expressions of interest, extracting all technical, commercial, contractual, and administrative requirements.
• Prepare bid summaries, coordinate bid/no-bid assessments, and manage proposal schedules, responsibility matrices, and submission checklists.
• Monitor tender deadlines, ensure timely and complete submissions, and manage submissions via platforms like Etimad and other customer procurement portals.
• Work with technical teams to develop compliant and cost-effective solutions, translating customer requirements into clear technical approaches, scopes of work, and project plans.
• Coordinate with vendors, distributors, and partners to obtain technical specifications, quotations, and supporting documentation.
• Prepare structured and persuasive technical proposals, including executive summaries, methodologies, project schedules, and compliance matrices.
• Coordinate with finance, procurement, and sales teams to prepare accurate financial proposals, including pricing sheets, cost estimates, and commercial submission forms.
• Prepare and maintain detailed compliance matrices, ensuring all required forms, certificates, and licenses are included and that proposals adhere to Saudi government procurement regulations.
• Act as the central point of coordination for all proposal-related activities, communicating requirements and deadlines to internal and external stakeholders.
• Maintain a centralized register of opportunities, track proposal status, conduct post-submission reviews, and manage a library of reusable proposal content.

Solution Development and Technical Proposal Preparation

This role involves close collaboration with technical teams to understand customer requirements and develop suitable, compliant, and cost-effective solutions. The specialist will translate these requirements into a clear technical approach, scope of work, deliverables, implementation methodology, and project plan. Responsibilities also include coordinating with vendors and partners for technical specifications and quotations, preparing bills of quantities, solution architectures, and ensuring proposed products meet required specifications and Saudi regulatory requirements. The specialist will prepare structured technical proposals, including executive summaries, company profiles, project understanding statements, methodologies, and technical compliance matrices, ensuring consistent terminology, formatting, and branding.

Financial and Commercial Coordination

The specialist will coordinate with finance, procurement, sales, and technical teams to prepare accurate financial proposals. This includes developing pricing sheets, cost estimates, and commercial submission forms, as well as collecting and evaluating supplier and subcontractor quotations. The role ensures that pricing includes all applicable costs, supports margin analysis, and aligns with approved commercial targets. Reviewing payment terms, delivery schedules, and other commercial conditions is also a key aspect, alongside maintaining confidentiality and approval controls for all pricing information.

Compliance and Quality Assurance

A core responsibility is to prepare and maintain detailed compliance matrices covering technical, commercial, contractual, and administrative requirements. The specialist will verify that all required forms, certificates, licenses, and supporting documents are included and ensure compliance with Saudi government procurement regulations and tender submission requirements. This includes coordinating requirements related to local content, Saudization, cybersecurity, data protection, and frameworks such as NCA, ECC, CCC, SAMA, and PDPL. Final quality checks are essential to identify omissions, inconsistencies, pricing errors, and non-compliant content before submission.

Qualifications and Experience

• 2-5 years of experience in a similar role within the Saudi Arabian market.
• Strong knowledge of Saudi procurement and tendering procedures, including the Etimad platform, and relevant regulatory and compliance frameworks.
• Experience in IT solutions, cybersecurity, cloud services, digital transformation, ERP, networking, infrastructure, audiovisual solutions, software licensing, or managed services.
• Familiarity with Saudi cybersecurity and compliance frameworks (NCA, ECC, CCC, SAMA, PDPL).
• Understanding of local-content requirements and regulations from the Local Content and Government Procurement Authority.
• Experience working with international technology vendors, distributors, and implementation partners.
• Experience preparing proposals for large-scale or multi-vendor technology projects.
• Relevant certifications in bid management, project management, cloud, cybersecurity, or IT solutions are an advantage.
