Risk Manager

About the Role

HanmiGlobal is seeking a Risk Manager to join its program management and PMCM team in Riyadh, Saudi Arabia. This full-time role involves leading the program-wide risk management framework and mitigation strategies for a significant multi-work package land and infrastructure development program. The program is delivered on behalf of a major government entity in Riyadh.

Key Responsibilities

The Risk Manager will provide program-level leadership, governance, coordination, and strategic risk oversight for all risk and opportunity management activities. This includes ensuring that risk identification, assessment, mitigation tracking, and reporting are integrated into planning, project controls, design, construction, and interface management to support informed decision-making and successful program delivery.

• Establish and maintain the Program Risk Management Framework, Plan, procedures, standards, methodologies, and reporting requirements.
• Lead program-wide risk identification activities and structured risk workshops, facilitating the identification of strategic, technical, commercial, schedule, cost, interface, quality, HSE, stakeholder, and regulatory risks.
• Support the development and maintenance of package and program risk registers, assessing probability, impact, exposure, and criticality of identified risks and opportunities.
• Coordinate the development of risk mitigation, response, contingency, and monitoring plans, tracking implementation effectiveness, emerging risks, and residual risks.
• Escalate significant risks affecting program objectives, milestones, budgets, approvals, or delivery commitments, and monitor risk ownership and accountability.
• Coordinate with various managers (Planning & Scheduling, Project Control, Senior Commercial, Interface, Technical, Design, Quality, and HSE) regarding specific risk categories and mitigation measures.
• Lead qualitative and quantitative risk analysis activities, monitor program risk exposure and trends, and prepare risk reports, dashboards, and presentations.
• Promote the identification and assessment of opportunities to improve cost, schedule, quality, operational performance, sustainability, or delivery outcomes.
• Facilitate risk workshops, review meetings, lessons learned sessions, and stakeholder coordination meetings.
• Support continuous improvement in risk management practices, implementation of PMIS and risk management software, and knowledge management initiatives.

Qualifications and Experience

Candidates should possess a strong background in risk management within large-scale development programs.

• Bachelor's Degree in Engineering, Construction Management, Project Management, Risk Management, Quantity Surveying, Business Administration, or a related discipline.
• Membership of a recognized Chartered Professional Institution relevant to the discipline or an approved equivalent.
• Over 15 years of demonstrated experience in enterprise risk management, project risk management, infrastructure delivery, urban development, major capital projects, or mega-programs.
• Experience in PMCM, PMC, EPCM, consultancy, developer, contractor, or client-side organizations.
• Experience within Saudi Arabia and/or the GCC region is preferred.

Work Environment

This is a full-time position based in Riyadh, Saudi Arabia, working within HanmiGlobal's program management and PMCM team. The role involves engagement with a major government entity and coordination across multiple program packages.
